A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, APPROVING THE
CLASS SPECIFICATIONS FOR THE CLASS OF ASSIST-
ANT TO THE CITY CONTROLLER.
The City Council of the City of West Covina does resolve
• as follows:
SECTION 1. Pursuant to the recommendation of the Personnel
Board:
The class specification for the class of Assistant to the
City Controller, specified as management, at Salary Range DHR-D, as
attached hereto and by this reference, incorporated herein, is hereby
adopted.
SECTION 2. The City Clerk shall certify to the adoption
of this resblution.

EXHIBIT "A" SALARY RANGE DHR-D
ASSISTANT TO THE CITY CONTROLLER
JOB SUMMARY
. Under general direction, assists the Controller in the overall adminis-
tration of the Finance Department; coordinates all efforts in the plan-
ning, organization, development and control of the City's annual budget;
assists in the analysis and solution of special city problems; and acts
for the Controller in his absence.
Representative Duties
Plans, develops, coordinates, and maintains close liaison with all City
departments in the preparation, administration, and control of the an-
nual City budget; supervises the preparation of instructions and forms
for securing budget estimates, and assists in the review of departmental
requests. Reviews and prepares contracts, fiscal ordinances, resolutions
and other documents; conducts special studies, prepares reports and makes
recommendations to the City Controller; reviews and analyzes reports, le-
gislation, and related financial and budgetary matters, etc.; coordinates
departmental activities with other City departments; prepares and helps
to administer the department budget; assists in the selection, supervision,
training and evaluation of professional, technical and clerical subordin-
ates; assists in the overall administration of the Department; and acts
for the Controller in his absence.
QUALIFICATIONS GUIDE
Training and Experience
A Bachelor's degree from an accredited college or university with major
.study in public administration, business administration, economics, or
a related field, and
four years of experience in administrative analysis, administrative re-
search, or as assistant to a top administrator having administrative,
budget or financial responsibilities. Substantial budgetary and/or fi-
.nanc.ial experience in excess of the minimum.four years may be considered
in lieu of the required Bachelor's degree.
Knowledge and Abilities
Thorough knowledge of principles of public administration, management,
organization, systems and procedures; good knowledge of: City govern-
ment, municipal financing techniques, and intergovernmental relation-
ships, municipal functions; the methods of municipal budgeting; adminis-
trative survey techniques, statistics and report writing.
Ability: to win and retain the respect and cooperation of other offi-
cials of the City and representatives of other governmental and research
organizations; to prepare and present effective written and oral reports;
to analyze major and minor administrative problems; to consider alter-
native actions and to recommend effective procedures for improvement.
