RESOLUTION NO. 5931
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, APPROVING THE
CLASS SPECIFICATIONS FOR THE CLASSES OF HOME
IMPROVEMENT COORDINATOR AND HOUSING DEVELOP-
MENT ADMINISTRATOR.
The City Council of the City of West Covina does resolve
as follows:
SECTION 1. Pursuant to the recommendation of the Personnel
Board:
(a) The class specifications for the class of Home Improve-
ment Coordinator at salary range G-9, as attached hereto, marked Ex-
hibit A, and by this reference incorporated herein, are hereby approved.
(b) The class specifications for the class of Housing
Development Administrator at salary range DHR-D, as attached hereto,
marked Exhibit B, and by this reference incorporated herein, are hereby
approved.
SECTION 2. The City Clerk shall certify to the adoption of
this resolution.

EXHIBIT "A" SALARY RANGE DHR-D
HOUSING DEVELOPMENT ADMINISTRATOR
JOB SUMMARY
Under direction of the Human Resources Director, performs functions
pertaining to the implementation of activities authorized and re-
quired under the 1974 Housing and Community Development.Act, parti-
cipates in City activities involving human resources development,
with primary emphasis upon housing.
Representative Duties
Assists in the development of the annual application for Community
Development B1ock.Grant Funds, with primary responsibility for the
Housing Assistance Plan. Responsible for the development and imple-
mentation of a comprehensive housing program to serve the needs of
the citizens, with primary emphasis upon low- and moderate -income
persons. Responsible for the implementation of the housing program
asset forth in the City's Housing Element.
QUALIFICATIONS GUIDE
Traininq and Experience
Graduation from an accredited college or university, with major course
work.in planning, business administration, public administration, or
closely related fields; and three years of progressively responsible
experience in public administration, housing, community development
or human resources programming. Substantial experience in excess of
the minimum three years experience may be .considered in lieu of the
Bachelor's degree.
Knowledge and Abilities
Knowledge of the Housing and Community Development Act, particularly
the housing aspects, and rules and regulations of Federal and State
housing programs. Knowledge of modern methods of financing, budget-
ary, rehabilitation, leveraging and bonding techniques.
Ability to develop funding packages from the State Housing and Fi-
nance Agency, knowledge of state legislation, local financing, city
and federal loan program or any combination of programs needed to
implement the City's Housing Program. Ability to express ideas on
technical subjects in a clear, concise manner through written or
oral communication, plan and develop a budget and work program and.
establish and maintain good relations with other administrative and
elected officials.

HOME IMPROVEMENT COORDINATOR
JOB SUMMARY
Under direction of the Human Resources Director, promotes, investi-
gates, analyzes, schedules, verifies, and recommends program changes
relative to the City of West Covina's Home Improvement Program (HIP).
Reviews, selects and implements practices and procedures consistent
with city policy and assures the financial accountability of the pro-
gram's progress. Reads applicable city and federal regulations for
program use and prepares special reports as required. Performs re-
lated responsibilities and duties as required.
Representative Duties
Promotes the program's efforts by researching, designing and distri-
buting brochures, contacting eligible citizens and providing assist-
ance to program participants. Resolves problems by analyzing the
factors of cause and consulting with contractors, planning staff,
building and safety and the recipients of program funding. Assures
that the targeted funds are appropriately distributed and judiciously
expended. Advises citizens regarding the goals and objectives of the,
program and makes program modifications as deemed necessary. Re-
searches, develops and implements the operation processes necessary
to monitor and control the services and funding needs of the project.
QUALIFICATIONS GUIDE
Training and Experience
Any combination of training and/or experience which would provide
the required knowledges and abilities is qualifying. A typical way
to obtain these knowledges and abilities would be: two years of
experience in a housing and community development improvement pro-
gram or similar private or public- housing improvement programs.
Knowledqe and Abilities
Ability to plan, implement and evaluate information and educational
programs in housing related areas; develop and implement an informa-
tion/referral system; respond to citizen housing problems and needs;
prepare oral and written reports; establish and maintain effective
relationships with those contacted in the course of work.
