A RESOLUTION OF THE CITY COUNCIL OF
,,THE CITY OF WEST COVINA, CALIFORNIA,
IP1 .SUPPORT;' OF- THE L'OS ANGLLE:S COUItiTTY
WHEREAS, the proposed Los Angeles County General Plan
has been reviewed by the City of West Covina; and
WHEREAS, the Planning staff_ of the City of West Covina
did actively participate through the East San Gabriel Valley
Planning Committee with the staff_ of the Los Angeles County
Department of Regional Planning; and
WHEREAS, the City of West Covina recognizes the tre-
mendous amounts of time, effort, and expenditure that have been
exhausted in the preparation of this -Plan designed to balance
the needs and aspirations of the diverse interests in the County
of Los Angeles; and
WHEREAS, the proposed plan provides explicit goals and
policies which are generally consistent with the plans and r
policies of the City of West Covina; and
WHEREAS, the proposed plan will require strong and
agressive leadership and co-operation between the cities and
County of Los Angeles to assure its implementation.
NOW, THEREFORE, the City Council of the City of West
Covina, does hereby resolve as follows:
SECTION 1: The City of West Covina supports and
applauds the efforts of the Regional Planning Commission and
its staff in developing the proposed plan and establishing new
lines of communication and co-operation between the City of
West Covina and the County of Los Angeles.
SECTION 2: Recommends adoption of this plan by the
Board of Supervisors, with the following provisions designed
to reenforce the channels of co-operation and communication
that have been developed during this planning process.
a. The Plan should be organized to include a
specific section relative to areas that have
been designated or will be designated in a
city's sphere of influence.
b. A specific policy should be incorporated
calling for county -city co-operation in
encouraging LAFCO to complete its sphere
of influence studies.
C. A corollary to the above policy calling for
county co-operation with cities in implementing
their annexation policies in their sphere of
influence.
d. Plans and developments in designated spheres
of influence should follow the plans and
development standards of the designated city
or specific findings be required if they are
not followed.
