A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF WEST COVINA? CALIFORNIA,
APPROVING PRECISE PLAN OF DESIGN NO.
704, REVISION 1, AND CERTIFYING THE
• NEGATIVE DECLARATION OF ENVIRONMENTAL
IMPACT THEREFOR.

THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALI•FORNIA, DOES
RESOLVE AS FOLLOWS:
WHEREAS, there was filed with the City of West Covina
a verified application on forms prescribed in Section 10502,
10504 and 10505 of the West Covina Municipal Code, requesting
approval of a precise plan of design and variance on that cer-
tain property generally described as follows:
an 0.82-acre portion of the Rancho La Puente,
recorded in Book 1, pages 43 and 44 of Mis-
cellaneous Maps, in the office of the Los
Angeles County Recorder; and
WHEREAS, the Planning Commission, upon giving the re-
quired notice did on the 18th day of April, 1979, conduct a duly
advertised public hearing as prescribed by law to consider said
application; and
WHEREAS, studies and investigations made by this Commis-
sion and in its behalf reveal the following facts:
1. The applicant requests approval of a precise plan of
design for the construction of a six -unit condominium
complex on an 0.82-acre parcel at the above location.
2: The applicant is also requesting variances to develop
a parcel of less than one acre in area as multiple
family and to delete the requirement for two on -site
guest parking spaces.
3. Except where variances are requested, the precise plan
meets or exceeds all other standards of the MF-15 zone.
4. An initial study has shown that, because of the decrease
in intensity of use from that proposed by the General
Plan, the proximity'of the project to multiple family
zoning and development to the north, to Sunset Avenue,
a major street, to the east, and to commercial and
institutional uses to the east, south and west, the
subject project will have no adverse impact on the en-
vironment, and a Negative Declaration of Environmental
Impact has been prepared.
5. Findings for approval of a precise plan:
• a. In reviewing the precise plan, it has been found
that consideration has been given and restrictions
imposed to the extent necessary to permit the same
degree of enjoyment of the subject property, but
subject to the same degree of protection of adjoin-
ing properties, as would be accorded in normal
circumstances by the standard restrictions imposed
by the Municipal Code.
b. The proposed precise plan will not depreciate prop-
erty values in the vicinity or interfere with the
use or enjoyment of property in the vicinity or en-
danger the public peace, health, safety or general
welfare; and
WHEREAS, the City Council, upon giving the required
notice did on the 14th day of May, 1979, conduct a duly advertised
public hearing as prescribed by law to consider said application;
and
WHEREAS, studies and investigations made by the City
Council supported the findings made by the Planning Commission
on the 18th day of April, 1979.
NOW,.THEREFORE, BE IT RESOLVED, that the City Council of
the City of West Covina does hereby APPROVE subject Precise Plan
of Design and CERTIFY the Negative Declaration of Environmental
Impact therefor, subject to the provisions of the West Covina
Municipal Code, provided that the physical development of the
herein described property shall conform to said Plan and the follow-
ing conditions which, except as otherwise expressly indicated, shall'
be fully performed and completed or shall be secured by bank or cash
deposit satisfactory to the Planning Director before the use or
occupancy of the property is.commenced and before a Certificate of
Occupancy is issued and the violation of any of which shall be
grounds for revocation of said Precise Plan by the Planning Com-
mission or City Council.
1. Comply.with Study,Plan "A", dated April 18, 1979.
2. Comply with Exhibit 1 (elevations).
3. Project shall.comply with all requirements of MF-15
Zone, except where modified by variance.
4. All utilities shall be installed underground.
5. A landscaping plan, including type, size and quantity
of plant materials and a fully automatic sprinkling
system, shall be submitted to the Planning Director for
review and approval prior to the issuance of any build-
ing permits.
6. Applicant shall provide parkway trees and bubblers at
approximately 40-foot intervals on center.
7. A park fee shall be paid to the City of West Covina
prior to the issuance of building permits, pursuant
to Section 9134 of the Municipal Code.
8. Engineering Department Requirements:
a. Applicant to comply with all conditions contained
in Planning Commission Resolution No. 567.
b. Sanitary sewers shall be provided.
c. The required street improvements shall include that
portion of Puente Avenue contiguous to subject prop-
erty.
d. Nine -foot wide sidewalks with trees in tree wells
shall be constructed along Puente Avenue adjacent
to curb.

e. Adequate provision shall be made for acceptance and
disposal of surface drainage entering the property
from adjacent areas.
f. Parking lot and driveway improvements on private
property shall comply with Planning Commission
Resolution No. 2513 and be constructed to the City
• of West Covina Standards.
g. Prior to issuance of a building permit the applicant
shall satisfy all of the following requirements:
i. A final grading and drainage plan showing exist-
ing and proposed elevations and drainage struc-
tures, and showing existing and proposed on -site
and off -site improvements, shall be submitted to
and approved by the Planning, Building and
Engineering Departments.
ii. Arrangements for the installation of street
lights with underground wiring shall be made
with Southern California Edison Company. At
the time of installation, the applicant shall
provide the necessary trenching and backfill.
iii. An itemized cost estimate for all on -site and
off -site improvements to be constructed (except
buildings) shall be submitted to Engineering
Department for approval. Based upon the
approved cost estimates, required fees shall
be paid and improvement securities shall be
posted prior to final approval of the plans.
h. The proposed subdivision shall conform to Article IX,
Chapter 1 - Subdivisions,,of the West Covina Munici-
pal Code.
i. Joint use agreement for vehicles to the satisfaction
of the City Attorney shall be recorded.
9. Building Department Requirements:
No requirements.
10. Fire Department Requirements:
No requirements.
11. Police Department Requirements:
a. Provide security lighting.
b. Provide "easy -to -read" addresses for each unit.
C. Provide standard security hardware on outside doors
and windows.
12. Planning Commission Requirements:
. Applicant shall provide two guest parking spaces on -site,
subject to the approval of the Planning Director.
BE IT FURTHER RESOLVED, that this Resolution will become
effective upon the effective date of Zone Change No. 537, but in
no case prior to recordation of Tract No. 37287; and

FINALLY RESOLVED, that the City Clerk shall certify to
the adoption of this resolution.
