A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, URGING IMMEDIATE CON-
STRUCTION OF THE PERIPHERAL CANAL FACILITIES OF
THE STATE WATER PROJECT
WHEREAS, to meet the supplemental water needs of this
City and its inhabitants, to assure the water quality of such
supplemental.water requirements and to protect the Delta's water
environment; the Peripheral Canal facilities of the State Water
Project must be constructed immediately; and
WHEREAS,delays insaid•-construction have been occasioned by
lack of participation therein by the Federal Government and attempts
to solve all of the S.tate's other water problems before authorizing
construction of.said Peripheral Canal facilities; and
WHEREAS, authorization for the construction of said Peripheral
Canal facilities can be accomplished with provision for subsequent
Federal participation and concurrent or subsequent solution of other
water issues without delay in the urgently needed construction of
said Peripheral Canal facilities; and
WHEREAS,..this-City Council believes it is in the best interests
of the State of California and its people to immediately enact single
purpose legislation which will immediately authorize and direct con-
struction and operation.of the Peripheral Canal facilities of the
State Water Project;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WEST.COVINA as follows:
SECTION 1. That the California Governor and Legislature be,
and they are, hereby, urgently requested to cause the earliest possible
construction and operation of the Peripheral Canal..facilities of the
State Water Project.
SECTION 2. The Legislature is hereby requested to immediately
adopt and enact legislation having the single purpose of immediate
construction of the Peripheral Canal facilities of the State Water
Project with or without Federal participation therein.
SECTION 3. All State offices and officers are hereby urged
to exert their efforts towards such accomplishment with particular
entreaty to the Director of Water Resources and the Secretary for
Resources.
SECTION 4. This request shall be communicated to the
Governor, members of the Legislature whose Districts are included
within the boundaries of this City by the City Clerk transmitting a
certified copy of this resolution to each thereof.
SECTION 5. The City Clerk shall certify to the passage and
adoption of this resolution; and the same shall thereupon take
effect and be in force.
