Resolution - 5900RESOLUTION NO. 5900 A RESOLUTION OF THE CITY COUNCIL OF THE CITY. OF WEST COVINA, CALIFORNIA, APPROVING PRECISE PLAN OF DESIGN NO. 727 AND CERTIFY- ING THE NEGATIVE DECLARATION OF ENVIRONMENTAL • IMPACT THEREFOR. (Thomas L. Safran) THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DOES RESOLVE AS FOLLOWS: WHEREAS, there was filed with the City of West Covina a verified application on forms prescribed. in Section 10502 of the West Covina Municipal Code, requesting.approval of a precise plan of design on that certain property generally described as follows: a 5.55 acre portion of Lots 48 and 49 of the Forster and Rowland Tract, as per map recorded in Book 2.0 , , Pages 14 and 15 of .Maps in the office of the Los Angeles County Recorder; and WHEREAS, the Planning Commission, upon giving the re- quired notice did on the 4th day of April, 1979, conduct a duly advertised public hearing as prescribed b_v_ law to consider said application; and WHEREAS, the.City Council of the City of West Covina, upon giving the required notice did on the 23rd day of April, 1979, conduct a duly advertised public hearing as prescribed by law to consider'said application; and WHEREAS, studies and investigations made by the City Council and in.its behalf supported the facts and recommendations set forth in Planning Commission Resolution No. 4-79-2947. NOW, THEPEFOP.F, BE IT RESOLVED, that the City Council of the City of West Covina 'does hereby APPROVE the subject Precise Plan of Design 2do. 727 and CERTIFY the Negative Declaration of Environmental Impact.therefor, subject to the provisions of the West Covina Municipal Code, provided that the physical development of the herein described property shall conform to said Plan and the following conditions which, except as otherwise expressly indicated, shall be'fully performed and completed or shall be secured by bank or cash deposit satisfactory to the Planning Director before the use or occupancy of the property is commenced and before a Certificate of Occupancy is issued, and the violation of any of which shall be grounds for revocation of said Precise Plan by the Planning Commission or City Council. The Precise Plan shall not be effective for anv purpose until the owner of the prop- erty involved (or his duly authorized representative) has filed at the office of the Planning Department his affidavit stating that he is aware of, and accepts, all the conditions of this Precise Plan as stated below. • 1. Comply with Study Plan "A" Revised, dated April 4, 1979. 2. Comply with Exhibit I (elevations). 3. Project shall comply with all requirements of the MF-20 Zone. 4. All utilities shall be installed underground. 5. Five and one-half foot high trash enclosures shall be provided pursuant to Section 10807.16. ' 6. Prior to issuance of building permits, applicant shall submit a detailed landscaping plan to the Planning Director for review and approval. Plan shall include type, size and quantity of landscaping materials, as well.as.a detailed watering plan. All landscaped areas and parkway trees to be served with a fully automatic watering system. Landscaped areas are to be kept free of litter and diseased or dead plants. 7. Applicant shall provide parkway trees and bubblers at approximately 35-foot intervals on center. 8. Applicant shall pay to the City of West Covina a fee for the purpose of providing park and recreational facilities to serve future residents of the development. Such fee, shall be in lieu of land dedication pursuant to Sections 9134 and.10501.5 of the Municipal Code and shall be paid prior to the issuance of any permits. 9. All exterior mechanical equipment, vents, pipes and ducts shall be totally screened from all directions, in a man- ner that is architecturally compatible with the main building. 10. The Covenants, Conditions and Restrictions of the condo- minium project shall be submitted to the City Attorney for his approval prior to the sale of any units. 11. The developer shall draft a Prospective Homebuyer's Awareness Package (PHAP) for the condominium project. Such package shall include: a. a standarized cover sheet developed by the Planning Department b. zoning and General Plan information C. school information d. special assessment district information e. a copy of the Covenants, Conditions and Restrictions (C.C.&R.'s) applicable to the development f. any additional information deemed necessary by the Planning Department, Planning Commission, or City Council for the full disclosure of important infor- mation. The draft PHAP shall be submitted to the Planning Director prior to sale of any units. 12. A'decorative masonry block wall shall be provided along the south property line. Said wall to be not less than six (6) feet in height from the finished grade of the closest condominium unit. Plan and elevations of wall • to be submitted to the Planning Director prior to the issuance of any building permit. 13. Engineering Department Requirements: a. Applicant to comply.i:with all conditions contained in Planning Commission Resolution No. 567. -2- b. Sanitary sewers shall be provided. C. The required street improvements shall include that portion of Valley Boulevard contiguous to subject ,property. d. Nine -foot wide sidewalks with trees in tree wells, • shall be constructed along Valley Boulevard adjacent to curb. e. Adequate provision shall be made for acceptance and disposal of_ surface drainage entering the property from adjacent areas. f. Parking lot and driveway improvements on private property shall comply with Planning Commission Resolution No. 2513 and be constructed to the City of West Covina Standards. g. Prior to issuance of a building permit and approval of a final map the applicant shall satisfy all of the following requirements: i. A final grading and drainage plan showing exist- ing and proposed elevations and drainage struc- tures (and showing existing and proposed on -site and off -site improvements) shall be submitted to and approved by the Planning, Building and Engineering Departments. ii. Arrangements for the installation of street lights with underground wiring shall be made with Southern California Edison Company. At the time of installation, the applicant shall provide the necessary trenching and backfill. iii. A parking lot lighting plan showing electrolier types.and locations,,average illumination levels, points of minimum illumination and photometric data as requested shall be submitted to and approved by the City Engineer and Planning Director. iv. An itemized cost estimate for all on -site and off -site improvements to be constructed (except buildings) shall be submitted to Engineering Department for approval_. Based upon the approved cost estimates, required fees shall be paid and improvement securities shall be posted prior to final approval of the Plans. h. The proposed parcel map shall conform to Article IX, Chapter l - Subdivisions, of the,West Covina Munici- pal Code. i. Filing of subdivision map is required for condominium project. j. Joint use emergency access agreement to the approval • of the City Attorney shall be recorded. 14. Fire Department Requirements: a. Six (6) steamer fire hydrants (22" x 4" outlets) - James Jones model 3700 or approved equal - location to be designated by Fire Department. -3- b: Water system as specified. "c. 300 ft. spacing between hydrants. d. Fire hydrants on plan to be flushed and painted by 'contractor or developer before Fire Department acceptance. e. Both hydrant outlet openings shall form a 450 angle with curb face. f. Center of hydrant head outlet openings to be 30" - 36" above finish grade. g. 'On -site water serviceable hydrants to be provided by developer before framing started. Hydrants to be provided as development progresses supplied with water. h. 35-foot turning radius for pumper. i. 50-foot turning radius for Snorkel. 15-foot overhang from rear wheel to end of Snorkel basket. 25-foot drive standard. j. Minimum 25-foot access drives around commercial developments. k. Interior drives shall provide circulation around complex and vehicle access within 150 feet of any building or portion thereof. 1. Two means of ingress, egress for development. M. Snorkel use on travelled areas needs 20 ton support. n. Fire Road. Where cement ribbons are required, the following standard is to be used. Left ribbon 3'6" wide, center opening 3' wide, right ribbon 3'6" wide, total width 10 feet. Material used subject to Engineering Department approval. o. Where ladder access is necessary, will need adequate room to raise ladders. Please use following formula (approximate guideline under normal conditions.) Height of building ',- by 4. p. Water mains and hydrants to be installed as per City of West Covina Water Department Standards or AWWA Standards. See C600, "AWWA Standard for Installation of Cast Iron Water Mains," and AWWA Manual M17, "Installation, Operation and Maintenance of Fire Hydrants," and AWWA C503-75 "Wet Barrel Fire Hydrants." . r. Water requirements are as specified. S. Minimum 8-inch looped on -site mains, connected to primary looped main in street. 2,000 GPM required. -4- 15. Building Department Requirements: a. Comply with requirements and.standards of the Uniform Building Code, the State of California and the City of West Covina for accommodation of, and access by, the physically handicapped. The developer is encouraged to exceed the minimum requirements of said codes whenever feasible. b. Comply with requirements of Uniform Building Code for.construction in Fire Zone 3. C. Applicable construction codes: i. 1976 Uniform Building Code ii. 1976 Uniform Plumbing Code iii. 1976 Uniform Mechanical Code iv. 1978 National Electrical Code as amended by City V. Title 24, State of California Energy and Sound Transmission Standards. 16. Police Department Requirements: a. Provide through circulation for better visibility. b. Provide security lighting similar to that on the site at California and Cameron Avenues. C. Standard security requirements for residential development clearly readable building. and unit numbering system. 17. Planning Commission Requirements: a. The materials, location and, design of the carports shall be approved by the Planning Director. b. Applicant shall co-operate with adjacent residences to avoid double wall along the northerly boundary. FINALLY RESOLVED, that the City Clerk shall certify to the adoption of this resolution.
