RESOLUTION NO. 5892
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF WEST COVINA COMMITTING
TO THE IMPLEMENTATION AND ENFORCEMENT
OF THOSE ELEMENTS OF THE SOUTH COAST
AREAWIDE WASTE TREATMENT MANAGEMENT
PLAN APPROPRIATE TO ITS JURISDICTION
WHEREAS the Federal Water Pollution Control Act
(33 U.S.C. 1251, et. seq., as amended) seeks to develop a co-
operative Federal State, regional and local government program
to prevent and control sources of pollution to ground and sur-
face waters in order to restore and maintain the chemical,
physical and biological integrity of the Nation's water; and
WHEREAS pursuant to Section 208 of the Federal Water
Pollution Control Act of 1972, as amended, the Southern Calif-
ornia Association of Governments (herein referred to as SLAG)
has prepared an Areawide Waste Treatment Management Plan for the
South Coast area with the assistance of the Counties,of,Los
Angeles, Orange, Riverside and San Bernardino, the City of Los
Angeles, the Newport -Irvine Waste -Management Planning Agency,
the Santa Ana Watershed Project Authoity'and the Ventura Regional
County Sanitation District; and
WHEREAS the Areawide Waste Treatment Management Plan
for the South Coast area will be adopted by SLAG on April 5,
1979, and forwarded to the State Water Resources Control Board
for certification and thereafter will be forwarded to the Federal
Environmental Protection Agency in compliance with Section 208
(b) (3) of the Federal Water Pollution Control Act of 1972, as
amended; and
WHEREAS the Areawide Waste Treatment Management Plan
for the South Coast Area proposes management agencies to be
responsible for plan implementation and pursuant to published
United States Environmental Protection Agency guidelines (42
Fed. Reg.. 44777 (1977) must indicate each management agency's
willingness to proceed to carry out its responsibilities
identified in the Plan; and
WHEREAS the City of West Covina is assigned certain
responsibilities in the Areawide Waste Treatment Management Plan
for the South Coast Area, approved by the SCAG Executive Commit-
tee on February 1, 1979;
NOW THEREFORE BE IT RESOLVED THAT it is the intent
of the City Council of the City of West Covina:
Section 1:
To proceed with implementation of its responsi-
bilities as set forth in the 208 Areawide Waste Treatment Man-
agement Plan as approved by SCAG, said responsibilities specifi-
cally described as follows:
a. Maintain existing street sweeping programs
with consideration given to increasing their
effectiveness in reducing wasteloads to
receiving waters, to the extent financially
feasible within overall City budgetory
priorities.

b. Maintain current litter control programs, to
the extent financially feasible within overall
City budgetory,prorities.
c. Maintain current catchbasin and storm drain
cleaning -.programs with consideration given to
• increasing program effectiveness, to the.extent
financially feasible within overall City budgetory
priorities.
d. By October, 1979, suspend the granting of waste
disposal permit exemptions by local solid waste
enforcement agencies for Class III landfills.
Section 2:
To forward copies of this resolution to the Southern
California Association of Governments.
