Resolution - 5877CJ • RESOLUTION NO. 5877 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, REQUESTING THAT THE COUNTY OF LOS ANGELES AMEND ITS SUBDIVISION ORDINANCE TO PROVIDE FOR DEDICATION AND IMPROVE- MENTS OF THE PERIPHERAL STREETS AND MAJOR AND SECONDARY HIGHWAYS AS A CONDITION OF SUBDIVISION APPROVAL WHEREAS, all cities in the East San Gabriel Valley are undergound tremendous growth in residential development; and WHEREAS, the adjacent areas within the County are subject to the same internal growth; and WHEREAS, the cities in the East Sari Gabriel Valley have a consistent policy of requiring full street improvements adjacent to a subdivision in conjunction with the subdivider's developments; and WHEREAS, Los Angeles County Subdivision Ordinance does not require street improvement on peripheral'streets for sub- divisions; and WHEREAS, the County's Subdivision Ordinance provisions regarding improvements on secondary major highways was based on the County being obligated to.make such improvements with County resources; and WHEREAS, this process will be haitpered by lack of County funds for said improvements; and WHEREAS, these streets will go unimproved and become a burden in the orderly planned growth'of the County and adjacent cities; and WHEREAS, the continuation of such ordinances will deter the orderly growth and development of cities and encourage the continuation of fragmental jurisdictional boundaries; and WHEREAS, the Land Use Element of the draft proposed County General Plan does address this problem; and WHEREAS, until the County General Plan is adopted and implemented there is no authority to require said improvements. NOW, THEREFORE, the City of West Covina hereby resolved that: SECTION 1. That the County amend the Subdivision Ordinance, Sections 191, 191.2, 191.4, 192.4, 192.5, 192.6, 196.6 and 196.8 to require full street improvements ad- jacent to the subdivision as a condition of subdivision approvals in the East San Gabriel Valley. SECTION 2. That these amendments be adopted as an urgency ordinance. BE IT FURTHER RESOLVED, that the Cityi:Clerk shall certify to the adoption of this resolution.
