A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF WEST COVINA,
CALIFORNIA, COMMITTING TO THE
IMPLEMENTATION AND ENFORCEMENT OF
• THOSE ELEMENTS OF THE AIR QUALITY
MANAGEMENT PLAN APPROPRIATE TO THE
CITY OF WEST COVINA
WHEREAS, the Federal Clean Air Act (42 U.S.C. 7401
et. seq., as amended) seeks to develop a cooperative Federal,
State, regional, and local government program to prevent and
control air pollution in order to promote the public health
and welfare and the productive capacity of the Nation's popu-
lation; and
WHEREAS, the South Coast Air Quality Management
District (SCAQMD) and the Southern California Association of -
Governments (SCAG) have jointly prepared an Air Quality Manage-
ment Plan for the South Coast Air Basin, pursuant to the goals
and policies of the Federal Clean Air Act, and the Lewis Air
Quality Management Act (California Health and Safety Code
40400 et. seq.); and
WHEREAS, the Air Quality Management Plan for the South
Coast Air Basin will be adopted by SCAG and SCAQMD by January 31,
1979, and forwarded to the State Air Resources Board and State
Legislature in compliance with Section 40464 of the California
Health and Safety Code and thereafter will be adopted by the
State Air Resources Board and forwarded to the Federal Environ-
mental Protection Agency in compliance with Section 176(a)(3) of
• the Federal Clean Air Act of 1970, as amended; and
WHEREAS, Section 172(b)(10) of the Federal Clean Air
Act (42 U.S.C. 7502(b))10)) states that the Air Quality Manage-
ment Plan shall include written evidence that general purpose
local governments within the planning area have adopted by
statute, regulation, ordinance, or other legally enforceable
document, the necessary requirements and schedules and timetables
for compliance, and are committed to implement and enforce elements
of the plan appropriate to its jurisdiction; and
WHEREAS, the City of West Covina, California, is within
the South Coast Air Basin non -attainment planning area.
NOW THEREFORE, the City Council of the City of West
Covina hereby resolves as follows:
1. approves the general concept of the South Coast Air
Quality Management Plan (AQMP) for submittal to the
State and Federal Governments;
2. declares its support for the measures recommended in
the draft AQMP or substitutes other equivalent measures
for adoption by the SCAG Executive Committee and SCAQMD
• Board consistent with the provisions of the Federal
Clean Air Act and the California Lewis Air Quality
Management Act;
3. commits to prepare a schedule for the development,
adoption and implementation of local government con-
trol measures appropriate to this jurisdiction and
consistent with the adopted South Coast Air. Quality
Management Plan.
BE IT FURTHER RESOLVED that copies of this resolution
be forwarded to the South Coast Air Quality Management District
and the Southern California Association of Governments.
I HEREBY CERTIFY that the foregoing Resolution was
adopted by the City Council of the City of West Covina, California,
• at its meeting of January 22, 1979.
