A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF WEST COVINA, CALIFORNIA,
APPROVING TENTATIVE TRACT NO. 35930.

• THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DOES
RESOLVE AS FOLLOWS:
WHEREAS, there was filed with the City of West Covina
a verified application on the forms prescribed in Section 9100
of the West Covina Municipal Code, for the physical development
of that certain property generally described as follows:
a 50-acre portion of Lot 116, Tract
No. 930, as per map recorded in Book
17, Pages 38 and 39 of Maps in the
Office of the Los Angeles County
Recorder; and
WHEREAS, the Planning Commission upon giving the re-
quired notice did on the 6th day of December, 1978, conduct a duly
advertised public hearing as prescribed by law to consider said
application; and
WHEREAS, studies and investigations made by the Commission
and in its behalf revealed the following facts:
1. The applicant is requesting approval of a one -lot
tentative tract map for the purpose of constructing
a 200-unit condominium development at the above
location.
• 2. Findings for approval of.a tentative tract map:
a. A General Plan amendment has been concurrently
filed with this application to guarantee consistency
with the General Plan.
b. The design and improvements conform to City stand-
ards and implement an integral element of the
circulation element of the General Plan.
c . The site. is physically suited .and located for
condominium development with adequate access
being provided from Donna Beth and Aroma to
Fairgrove.
d. The grading necessary to provide access to
Fairgrove will allow for the proposed density
of 4.5 units per acre.
e. An EIR will be prepared to examine all impacts
of the proposed development and to develop miti-
gation measures as may be determined appropriate
as a result of the environmental process.
• f. There is no known reason that a 200-unit condo-
minium project at this location will cause any
health problems.
g. Design of the subdivision will not conflict with
public access easements around and through the
project.
3. The subject tentative tract map has been filed in con-
junction with Zone Change No. 531, Precise Plan of Design
No. 724 and General Plan Amendment No. 1978-1. It has
been determined that this project may have significant
impacts on the environment, and an Environmental Impact
Report has been prepared in compliance with the California
• Environmental Quality Act of 1970 (CEQA).
WHEREAS, the Planning Commission on December. 6, 1978,
adopted Resolution No. 12-78-2920 recommending that the City Council
approve Tentative Tract Map No. 35930 subject to certain conditions
contained therein; and
. WHEREAS, the City Council upon giving the required notice
did on the 22nd day of January, 1979, conduct a duly advertised
public hearing to consider said application; and
WHEREAS, testimony and staff reports received at said
hearings affirmed the findings made by the Planning Commission
during its hearings of December 6, 1978.
NOW, THEREFORE, BE IT RESOLVED THAT:
a. Pursuant to the findings made in Planning Commission
Resolution No. 12-78-2920 and re -affirmed by this
Council; and those findings contained in City Council
Resolution No. 5851 certifying the Environmental
Impact Report, and the findings in the staff report
dated December 6, 1978, for said tentative tract map,
which are hereby incorporated herein by reference,
the City Council does hereby approve Tentative Tract
Map No. 35930.
• b. The physical development of the property encompassed
by Tentative Tract Map No. 35930 shall conform to
the following conditions which, except as otherwise
expressly indicated, shall be fully performed and
completed or_shall_be-.secured'by bank or cash deposit
satisfactory to the.Planning Director, and the
violation of any of which shall be grounds for
revocation of said Tentative Tract Map.
Conditions of approval:
1. Conform to Tentative Tract No. 35930, dated December 6,
1978.
2. Integrate any necessary grading or land fill with the
adjoining topography of adjacent properties.
3. Provide for 176 parkway trees and bubblers at approxi-
mately 40-foot intervals.
4. Conform to all requirements of the MF-8 Zone, Area
District I.
5. The developer shall draft a Prospective Homebuyers Aware-
ness Package (PHAP) pursuant to Section 9135 of the
• Municipal Code.
6. It shall be the responsibility of the developer to
explain in said PHAP any impacts whether affirmative
or negative on the development from adjacent areas.

7. Said PHAP shall also recommend to the prospective
buyers that they investigate to their own satis-
faction the impacts of the BKK Sanitary Landfill.
8. Prior to the issuance of building permits all test
pits, trenches and other man-made "scars" (other
• than fire roads) will be restored to their natural
contour in the ungraded areas of the site.
9. All manufactured slopes that rise or fall into a
natural area shall be contoured to the existing
topography.
10. Any use other than recreational uses in the common,
open space areas shall be prohibited in a recorded
deed restriction, with authority vested in the City
of West Covina to enforce said restriction. Recrea-
tional development in these open space areas will
be permitted if approved by the Planning Commission
and will be subject to any conditions, thereto.
11. Roofing materials shall be "Coppers" (metal lined
wood.shake) or tile.
12. Prior to the issuance of building permits, landscaping
and irrigation plans for all common area, manufactured
slopes shall be submitted to the Planning Director for
his review and approval. Said slopes shall also be
planted and irrigated prior to the issuance of any
building permits. Jute matting may be required on
certain 12 to 1 slopes to stabilize the soil during
the landscaping establishment period. The plant regimen
shall consist of hardy natives and adaptable, exotic
• species that are drought -resistant, fire -retardant, and
that require a relatively low level of maintenance. The
applicant/developer shall assume the responsibility for
maintenance of these common, landscaped areas for a mini-
mum of 12 months after the initial planting has been
approved, or longer until the responsibility is assumed
by a duly formed Homeowner's Association.
13. A park fee shall be paid to the City of West Covina
prior to the issuance of building permits, pursuant to
Section 9134 of the Municipal Code.
14. Engineering Department Requirements:'
a. Applicant to comply with all conditions contained
in Planning Commission Resolution No. 567..
b. Sanitary sewers shall be provided.
C. The required street improvements shall include those
portions of Aroma, Donna Beth and Fairgrove contigu-
ous to subject property.
d. The required street dedications shall include those
portions of Aroma, Donna Beth and Fairgrove contigu-
ous to subject property.
e. The access rights to the property from Fairgrove
Avenue shall be dedicated to the City.

f. Nine -foot wide sidewalks (with trees in tree wells)
shall be constructed along Aroma, Donna Beth and
Fairgrove adjacent to curb.
g. Adequate provision shall be made for acceptance and
disposal of surface drainage entering the property
from adjacent areas.
h. Parking lot and driveway improvements on private
property shall comply with Planning Commission
Resolution No. 2513 and be constructed to the City
of West Covina Standards.
i. Applicant shall construct water service facilities
to the satisfaction of the City Engineer in accord-
ance with City ordinances.
j. Prior to issuance of a building permit and/or
approval of a final map, the applicant shall satis-
fy all of the following requirements:
i. A final grading and drainage plan showing exist-
ing and proposed elevations and drainage struc-
tures (and showing existing and proposed on -site.
and off -site improvements) shall be submitted to
and approved by the Planning, Building, and
Engineering Departments.
ii. Arrangements for the installation of street
lights with underground wiring shall be made
with Southern California Edison Company. At
the time of installation,.the applicant shall
provide the necessary trenching and backfill.
iii. A parking lot lighting plan showing electrolier
types (in conformance with City Standard Drawing
T-33) and locations, average illumination levels,
points of minimum illumination and photometric
data as requested shall.be submitted to and
approved by the City Engineer and Planning
Director.
iv. An itemized cost estimate for all on -site and
off -site improvements to be constructed (except
buildings) shall be submitted.to Engineering
Department for approval. Based upon the
approved cost estimated, required fees shall
be paid and improvement securities shall be
posted prior to final .approval of the plans.
k. The proposed subdivision shall conform to Article IX,
Chapter 1 - Subdivisions, of the West Covina Municipal
Code.
1. Applicant shall be responsible for construction of
Aroma Drive on City -owned land to join existing
street including any necessary revisions to park
entrance/parking/fencing or other affected improve-
ments.
M. If at the time of construction of Fairgrove Avenue
there are no extensions to the east or west, the
applicant shall construct barricades across Fairgrove
immediately west and east of Aroma Drive.
n. A turning -area the equivalent of a standard cul-de-sac.
shall be provided at the intersection of Aroma Drive
and Fairgrove Avenue. Design and construction stand-
ards to be set by the Engineering Department.

15. Fire Department Requirements:
a. Steamer fire hydrants (22" x 4" outlets) - James
Jones model 3700 or approved equal. Quantity and
location subject to approval of the West Covina
Fire Department.
• b. Water system as specified.
C. 300' spacing between hydrants.
d. Fire hydrants on plan to be flushed and painted by
contractor or developer before Fire Department
acceptance.
e. Both hydrant outlet openings shall form a 450 angle
with curb face.
f. Center of hydrant head outlet openings to be 30" -
36" above finish grade.
g. On -site water serviceable hydrants to be provided
by developer before framing started. Hydrants to be
provided as -development progresses supplied with
water.
h. On hillside developments a sprinkler system with
manual override shall be provided on all slopes over
15' in height.
i. 35' turning radius for pumper.
j. 50' turning radius for Snorkel. 15' overhang from
• rear wheel to end of Snorkel basket. 25' drive
standard.
k. Minimum 25' access drives around commercial develop-
ments.
1. Interior drives shall provide circulation around
complex and vehicle access within 150' of any build-
ing or portion thereof.
M. Snorkel use on travelled areas needs 20 ton support.
n. Where ladder access is necessary, will need adequate
room to raise ladders.. Please use following formula
(approximate guideline under normal conditions).
Height of building- A.
o. West Covina Building Department clearance form for
building permit. Note on form all requirements as
authorized on Precise Plan or noted on final Plan-
ning Commission approval.
p. Water mains and hydrants to be installed as per City
of West Covina Water Department Standards or AWWA
Standards. See C600, "AWWA Standard for Installation
• of Cast Iron Water Mains," and AWWA Manual M17,
"Installation, Operation and Maintenance of Fire Hy-
drants," and AWWA.C503-75 "Wet Barrel Fire Hydrants".
q. Water requirements are as specified.
r. Minimum 8" mains - total looped system. 3,000 GPM
required.

No requirements.
17. Building Department Requirements:
• No requirements.
BE IT FURTHER RESOLVED, that this tentative tract map
shall become effective on the effective date of Zone Change No. 531;
and

FINALLY RESOLVED, that the City Clerk shall certify to
the adoption of this resolution.
