A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, APPROVING AND
CERTIFYING ENVIRONMENTAL IMPACT REPORT 1978-3
FOR ZONE CHANGE NO. 531, PRECISE PLAN NO. 724,
• AND TENTATIVE TRACT MAP NO. 35-930 AS BEING
ADEQUATE AND IN CONFORMANCE WITH THE STATE OF
CALIFORNIA'S, AND THE CITY OF WEST COVINA'S,
ENVIRONMENTAL IMPACT REPORT GUIDELINES.
THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DOES
HEREBY RESOLVE AS FOLLOWS:
WHEREAS, there was filed with the City of West Covina,
verified applications for approval for the physical development
of that certain property generally described as follows:
a 50-acre portion of Lot 116, Tract
No. 930, as per map recorded in Book
17, pages 38 and 39 of maps in the Office
of the Los Angeles County Recorder; and
WHEREAS, it was determined that said project could have
a potential adverse impact on the environment and, therefore, an
Environmental Impact Report should be prepared covering said
project; and
WHEREAS, a Draft Environmental Impact Report was pre-
pared and completed in October, 1978; and
WHEREAS, a copy of said Draft Environmental Impact
Report was submitted to the following agencies for comment:
• South Coast Air Quality Management District
Los Angeles County Flood Control District
L. A. County Regional Planning Dept.
L. A. County Road Department
L. A. County Sanitation District
Southern California Edison Company
Southern California Gas Company
City of Walnut
WHEREAS, the State Office of Planning and Research
published in the California EIR Monitor, reference to said Draft
Environmental Impact Report; and
WHEREAS, Draft Environmental Impact Report 1978-3, after
a thirty -day review period, was submitted to the Planning Commission
with related comments for public hearing and Planning Commission
review on December 6, 1978, and testimony on said Environmental
Impact Report was reviewed by the Commission; and
WHEREAS, after said hearings, the Planning Commission
determined that the submitted Draft Environmental Impact Report
No. 1978-3 and related comments have adequately discussed the
project setting, the project description, the environmental im-
pacts, mitigating measures to be taken, unavoidable adverse
• impacts, alternatives to the project, irreversible changes,
growth inducing impacts, short-term vs long term impacts, and
conformance with adopted General and Specific Plans and Policies;
and
WHEREAS, the Planning Commission on December 6, 1978,
adopted Resolution No. 12-78-2917 recommending that the City
Council certify Environmental Impact Report No. 1978-3 as being
adequate and in conformance with the State of California's, and
the City of West Covina's Environmental Impact Report Guidelines;
and
• WHEREAS, said Resolution, Draft Environmental Impact
Report, comments and responses to comments pertaining to said
Report, minutes of the Planning Commission hearings, and staff
reports were forwarded to the City Council for their review and
public hearing;
WHEREAS, a duly advertised public hearing was held be-
fore the City Council on January 22, 1979, to accept testimony;
and
WHEREAS, any significant adverse impacts to the environ-
ment by the project have been identified and appropriate mitiga-
ting measures identified; and those which the City of West Covina
is empowered to implement have been set forth in City Council
Resolutions 5852 and 5853 as conditions of approval on said
project or through revision of said project.
NOW, THEREFORE, BE IT RESOLVED, that the Environmental
Impact Report is hereby supplemented to include the minutes of the
City Council meetings of January 8 and January 22, 1979 by incor-
poration of a copy of said minutes in the Final Environmental Impact
Report.
BE IT FURTHER RESOLVED, that the City Council approve
the Final Environmental Impact Report and certify said Environ-
mental Impact Report which has been completed in accordance with
• the California Environmental Quality Act of 1970, as amended, the
California State Environmental Impact Report Guidelines, and the
City of West Covina Environmental Impact Report Guidelines; and
further, that the City Council has considered all public input
and had reviewed the considered the information contained in the
Environmental Impact Report consisting of:
a. Draft Environmental Impact Report.
b. Addendums to the Environmental Impact Report.
i. Comments and replies from responding
public agencies.
ii. Minutes of the Planning Commission
hearing of December 6, 1978.
C. Letters and staff responses to letters and
oral comments.
i. Royal Browne, Galsterwood Homeowners Assoc.
FINALLY RESOLVED, that the City Clerk shall certify to
the adoption of this resolution.
