Resolution - 5839RESOLUTION NO. 5839 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING AMENDMENT NO. 1978-1 (Land Use Element) TO • THE GENERAL PLAN AND ENVIRONMENTAL IMPACT REPORT NO. 1978-3 AS IT RELATES THERETO. THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DOES RESOLVE AS FOLLOWS: WHEREAS, the owner of the property described below has requested the City of West Covina to reconsider the land use designation of said property as set forth in the General Plan; and WHEREAS, said property (50 acres) bounded generally on the north by Aroma Drive and existing and proposed multiple family residential development, on the south by the existing BKK Sanitary Landfill and on the east by Galster Wilderness Park, is presently designated by the General Plan as Very Low Density Residential (.1 to 1.0 units per acre); and WHEREAS, the Planning Commission on December 6, 1978, conducted a duly advertised public hearing to consider the pro- posed General Plan Amendment No. 1978-1 (Land Use Element);and WHEREAS, a report prepared by the Planning staff dated December 6, 1978, disclosed that the proposed amendment would be consistent with the underlying policies of the City's adopted General Plan and would not have an adverse socio-economic or environmental impact; and WHEREAS, the Planning Commission adopted Resolution No. 12-78-2919 recommending that the City Council adopt General Plan Amendment No. 1978-1 (Land Use Element) changing the land use designation from "Very Low Density Residential" to "Low Medium Density Residential" (4.1 to 8.0 units per acre) and Resolution No. 12-78-2917 recommending certification of Environ- mental Impact Report No. 1978-3, therefor; and WHEREAS, the City Council of the City of West Covina conducted a duly advertised public hearing on General Plan Amendment No. 1978-1 (Land Use Element) and as a result of in- vestigations and studies in its behalf concluded that the pro- posed amendment is consistent with the goals and policies of the City's adopted General Plan and would not have an adverse socio-economic or environmental impact. NOW, THEREFORE, BE IT RESOLVED, that the City Council does hereby adopt General Plan Amendment No. 1978-1 and certify Environmental Impact Report No. 1978-3 as it relates to General Plan Amendment No. 1978-1 as being in compliance with the re- quirements of the California Environmental Quality Act of 1970, as amended.
