Resolution - 5819RESOLUTION NO. 5 819 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE CLASS SPECIFICATIONS FOR THE CLASS OF FIRE CAPTAIN. The City Council of the City of West Covina does resolve as follows: SECTION 1. Pursuant to the recommendation of the Personnel Board, the class specifications for the class of Fire Captain are hereby repealed, and new class specifications for the class of Fire Captain, at Salary Range F-6a, as attached hereto, marked Exhibit A, and by this reference incorporated herein, are hereby adopted. SECTION 2. The City Clerk shall certify to the adoption of this resolution. NOES: Councilmen: None ABSENT: Councilmen: None City Clerk APPROVED AS TO FORM: • Pit Z:6t��- City Attorney "EXHIBIT A" • • CITY OF WEST COVINA FIRE CAPTAIN JOB SUMMARY CLASS SPECIFICATION NOVEMBER 1978 SALARY RANGE F-6a Under direction - commands a first company and fire station on an .assigned shift responding to fires and emergencies; supervises a systematic and intensive program of company fire prevention and pre -fire planning inspections; participates in co- ordinating and performing departmental administrative activities assigned; and exercises leadership in instructing personnel, applying policies and procedures, and in performing related work as required. Representative Duties Responds to alarms and directs the route to be taken to the fire; makes decisions as to fire fighting methods to be employed, and the need for additional assistance; directs fire fighting and related life and property protection until relieved by a superior officer; supervises the upkeep of all apparatus and equipment assigned to the station; supervises the upkeep of station grounds; makes inspections to dis- cover and eliminates potential fire and life hazards; educates the public in fire prevention; inspects and tests fire equipment and apparatus and supervises vehicle repairs; when required operates any fire apparatus or equipment assigned to company; keeps log and other periodic special activity records, and other records, accurately; supervises and participates in training probationary and regular firemen; inspects business establishments, residences, public buildings, warehouses, and other buildings in the enforcement of laws and regulations pertaining to fire prevention; inspects fire escapes and emergency exits; checks alarm systems, sprinkler systems, and other equipment; investigates complaints of law violations, evidence in arson cases; distributes educational information on fire prevention; assists in the in-service training of Fire Department personnel; prepares reports and maintains records of inspections; prepares and recommends changes in fire regulations required to keep pace with latest fire safety developments; meets with business and industrial representatives in order to secure cooperation on fire prevention measures; speaks to groups to encourage outside department programs and other activities,.inthe interest of fire prevention; prepares annual and special reports. Performs related administrative duties as assigned, such as serving on local boards, participation in staff meetings, liaison with Civil Defense, and acting as Battalion Chief. QUALIFICATIONS GUIDE Training and Experience 21 Collegc units leading to an A.A. Degree in Fire Science, including 18 manda- tory units taken from the prescribed list published by the Fire Chief and approved by the Personnel Officer; and five years firefighting experience with the City of West Covina, and being certified on a West. Covina Fire Engineer Eligibility List. Experience may be substituted for non -mandatory units as -follows: One unit per full year at "E" step Firefighter, and/or "D" or "E" step Fire Engineer, or Fire • Prevention Inspector; with time based on a cumulative total, starting not earlier than three and one-half years after initial appointment. Page 1 of 2 CITY OF WEST COVINA • Fire Captain - Continued CLASS SPECIFICATION NOVEMBER 1978 SALARY RANGE F-6a Knowledge and Abilities Thorough knowledge of the principles and practices of fire prevention and suppression; of the use and maintenance of fire fighting equipment and apparatus; knowledge: of City geography, fire hazards, hazardous materials, and fire fighting resources, such as personnel, equipment, water supply, and communica- tions; of court procedure entailed in fire prevention enforcement; of first aid. Ability To operate all types of fire fighting equipment and apparatus and to instruct others in such operations under normal and emergency or hazardous conditions; to lead and train men, lay out and direct their work, and to maintain effective discipline and morale; to keep records and prepare reports accurately; to establish and maintain effective working relationships with fellow employees and the public; to perform duties requiring physical endurance and agility; to maintain calm, good judgment under stress conditions. Licenses A valid California Motor Vehicle Operator's License A.valid Advanced First Aid Card, issued by the American Red Cross.
