Resolution - 5788RESOLUTION NO. 5788 • L� • A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE CLASS SPECIFICATIONS FOR THE CLASS OF TECH- NICAL SERVICES SPECIALIST AND AMENDING SECTION VII OF RESOLUTION NO. 1277 RELATING TO AN AUTHORIZED POSITION IN THE POLICE DEPARTMENT AND SPECIFYING IT AS EXEMPT. The City Council of the City of West Covina does resolve as follows: SECTION 1. Pursuant to the recommendation of the Personnel Board: (a) The class specifications for the class of Technical Services Specialist, specified as exempt, at Salary Range G-8, as attached hereto marked Exhibit A and, by this reference, incorpora- ted herein, are hereby adopted. (b) Notwithstanding the provisions of Section VII of Resolution No. 1277, the following changes in the list of author- ized positions for the Police Department are hereby modified by: 1. Elimination of one Departmental Aide (CETA) at Salary ,Range 8. 2. Addition of one Technical Services Specialist (CETA) at Salary Range 8. SECTION 2. NOES:' Councilmen: None ABSENT: Councilmen: Chappell APPROVED AS TO FORM: ty Attorney City Clerk CITY OF WEST-COVINA • LASS SPECIFICATION OCTOBER, 1978 EXHIBIT A Salary Range G-8, exempt TECHNICAL SERVICES SPECIALIST JOB SUMMARY Under general supervision, reviews and processes department crime, service and arrest reports; prepares and files criminal complaints with the District Attorney's • Office; maintains liaison with Citrus Municipal Court, State Department of Justice, Los Angeles County. Sheriff as.well as lateral Departments; procures supplies and material needs for the Department; assists Records Supervisor in Coordinating operations of the Records Bureau; and does related work as required. Representative Duties 11 Reviews all police daily logs, crime reports, arrest and incident reports'...Initiates teletype reports for supplemental information; transfers felony and serious mis- demeanor reports to the IDetective Bureau; reviews remainder for legal sufficiency and files charges in the name of the City of West Covina with Citrus District Municipal.Court; reviews computer input forms and computer output reports and recom- mends procedural changes to the system; maintains officer court appearance and Department court files; manages subpoena serving system; monitors warrant, traffic and statistics functions and recommends procedural changes. Processes requests for supplies and services applicable to Bureau operation; advises Bureau Supervisor regarding Bureau administration and management; monitors administrative filing of Bureau records and microfilming process; attends liaison meetings with lateral. departments, County, State and Federal judicial and enforcement agencies;.administers City applicant and registration systems; reviews fingerprint cards foraccuracy and transmits to applicable agencies. Reviews daily prisoner roster for cases requiring immediate disposition; performs as Records Supervisor in absence of incumbent; may be required to testify in court.on work related matters: QUALIFICATIONS GUIDE Training and Experience Educational achievement equivalent to two years college; and Two years of office experience in a responsible position. Knowledge and Abilities Knowledge of office management and administration relating to Criminal Justice System; knowledge of the functions of a police department, information system and procedures; ability to manage personnel, material and technical resources to main- tain proper flow of reports to final disposition. In this regard, the ability to confer and negotiate with individuals associated with all levels of courts and government is required. •
