A RESOLUTION OF THE CITY OF WEST COVINA,
• CALIFORNIA, REAFFIRMING POLICIES RELATING
TO THE PRIOR ESTABLISHMENT OF MANAGEMENT
POSITIONS, SALARIES, AND BENEFITS.
WHEREAS, the City Council previously determined that in
the organizational structure .of the City, it was desirable to
establish and define a core of administrative professionals,
more commonly known as "the management team"; and
WHEREAS, as a result of many discussions by members of
staff and with the City Council the Council previously defined
the management team, the overall and general responsibilities
of management personnel, and the compensation and benefits to
be derived by personnel designated as management; and
WHEREAS, the Council previously defined the functions and
responsibilities of the management team and, in particular, the
role of management personnel in the decision -making processes of
the City; and
WHEREAS, the Council previously determined that management
positions were designated by assignment of their respective
classifications to any salary range identified as a department
head range (DHR) in Section VII of Resolution No. 1277, as`
amended; and incumbents in such positions could be compensated
• at any amount within that salary range as recommended by the
City Manager and approved by the City Council; and
WHEREAS, based on this established policy, the Council has
annually reviewed the compensation of management positions for
several years; and followed the plan of variable merit step
increases for management positions.
NOW, THEREFORE, the City Council of the City of West Covina
does resolve:
SECTION 1. The policies of fixing and establishing manage-
ment positions, salaries, and benefits that the City Council has
followed for years as set forth in Exhibit A attached hereto and
is hereby reaffirmed and continued as follows:
A. A department head salary range (DHR) shall be established
for each management position, and incumbents in such
positions may be compensated at any amount within that
salary range
B. Compensation shall be based upon the following
considerations:
1. job responsibility, which includes but is not
• limited to, the level of responsibility, skills
required, experience gained and the employment
marketplace
2. value to the department and to the organization
overall
3. to some extent, the City's ability to pay
4. to some extent, the effect on compensation
of the cost of living
• 5. individual circumstances

C. Consideration of merit increases and general adjustments
shall be made once a year.
SECTION 2. In view of the uncertain meaning of SB 154
regarding the right to grant merit increases, no merit increase
shall be granted hereunder for fiscal year 1978-1979 unless and
until the recipient thereof signs a written consent to return
such increase to the City in the event that merit increases
granted under the provisions of this policy are finally adjudged
by a court of competent jurisdiction to be in conflict with
SB 154.
SECTION 3. The City Clerk shall certify to the adoption
of this resolution.
