Resolution - 5736RESOLUTION NO. 5736 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING THE BUDGET AND APPROVING THE APPROPRIATIONS FOR THE FISCAL YEAR COMMENCING JULY 1, 1978, AND ENDING JUNE 30, 1979. The City Council of.the City of West Covina does resolve • as follows: SECTION 1. The budget for the City of West Covina for the fiscal year commencing July 1, 1978 and ending June 30, 1979, as prepared and submitted by the City Manager and as modified by the City Council, is hereby approved and adopted as the budget of the City of West Covina for said fiscal year. A copy of said budget is hereby ordered filed in the office of the City Clerk and shall be certified by the City Clerk as having been adopted by this resolution. SECTION 2. From the effective date of said budget the total amount as stated therein for each departmental activity account in the Operating Budget shall be and is appropriated subject to expenditure pur- suant to all applicable ordinances of the City and the statutes of the State. An appropriation may be reallocated from one departmental activity account to another with the Operating Budget upon recommendation of the Controller and approval of the City Manager, providing there is no change in the total appropriations within any fund as authorized by the City Council. SECTION 3. From the effective date of said budget the total amount as stated therein for each project in the Capital Budget shall be and is appropriated, subject to expenditures pursuant to the specific, prior approval of the City Council and all applicable ordinances of the City and statutes of the State. Appropriations may be reallocated within the Capital Budget upon the recommendation of the City Manager and prior approval of the City Council. SECTION 4. At the close of the fiscal year unexpended appropriations in the Operating Budget will be encumbered as necessary to underwrite the expense of outstanding purchase commitments. Unexpended appropriations for authorized but uncompleted projects in the Capital Budget as approved by the City Council may be carried forward to the next succeeding budget upon recommendation of the Controller and approval of the City Manager. SECTION 5. Total appropriations within funds may be in- creased or decreased only by amendment of the budget by motion of the City Council. SECTION 6. The City Clerk shall certify to the adoption of this resolution. The City of West Covina must, therefore, develop a fiscal conservation plan for a period of throe years minimum. This plan will not rely upon. -any now actions 4y the State Legislature for this period of time. Emergency reserves, one—time • revenues in excess of current operating -needs, and current state surplus sharing and property tax allocations must be allocated over this three year period in order to continue to provide basic and high priority services to the City. Revenue sharing and BKK Franchise Fees, while being allocated to operation in the first year, must be specifically analyzed annually thereafter in hopes of return— ing its utilization to capital and one—time expenditures. Existing earmarked funds such as revenue sharing, equipment replacement, and old street light funds will continue to be held for reanalysis of the ongoing, badly needed capital expenditures of the City.'! Mr. Fast: Mr. Mayor, if in fact that is the general basis on which the Council is intending to adopt this budget, and it certainly is on the basis on which staff has presented all the recommendations in the past three meetings and.this evening, I would hope that Council could by action adopt it so we will have a basic policy'statement from the legislative body for purposes of sharing, guiding for the planning and be the Council's statement as to how we will be approaching our fiscal planning for the next three years. Motion by Chappell to waive full reading of resolution and adopt; seconded by Shearer and carried on roll call vote: AYES: Shearer, Browne, Chappell, Tice.
