A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, APPROVING THE
EAST HILLS SPECIFIC PLAN OF THE CITY OF WEST
COVINA. (P. C. Resolution No. 4-78-2851)
• The City Council of the City of West Covina, California,
does resolve as follows:
SECTION 1. _The City Council does hereby find, determine,
and declare that proceedings for the adoption of an East Hills
Specific Plan were duly initiated, that notice of hearings thereon
was duly given and published, that public hearings thereon were
duly held by the Planning Commission and by the City Council, and
that public convenience, necessity and general welfare require
that the East Hills Specific Plan of the City of West Covina be
adopted.
SECTION 2. The East Hills Specific Plan of the City
of West Covina, a copy of which is on file in the office of the
City Clerk, is hereby adopted and, by this reference, incorporated
herein and made a part hereof. The East Hills Specific Plan
hereby adopted shall be a refinement of the adopted Comprehensive
General Plan.
SECTION 3. The City Council does hereby find and
declare that the Environmental Impact Report for the project as
approved by the Planning Commission after notice and public
hearing, is adequate, has been prepared in accordance with the
California Environmental Quality Act of 1970 and State Guide-
lines, and is hereby adopted by the City Council. The City
Council does also find and declare that the East Hills Specific
Plan of the City of West Covina as adopted herein will serve to
enhance and protect the environment of the City of West Covina.
SECTION 4. The City Clerk shall certify to the adoption
of this Resolution.
