A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, APPROVING AND
CERTIFYING AN ENVIRONMENTAL IMPACT REPORT
• (EIR 1977-7) FOR THE EAST HILLS SPECIFIC
PLAN FOR THE CITY OF WEST COVINA.
The City Council of the City of West Covina does
hereby resolve as follows:
WHEREAS, the Planning Commission of the City of West
Covina duly initiated proceedings for adoption. of a Specific
Plan of design for that portion of the City generally located
south of the San Bernardino Freeway and east of Citrus Street;
and
WHEREAS, a Draft Environmental Impact Report 1977-7
was prepared for the project; and
WHEREAS, a duly,,"advertised public hearing was held
before the Planning Commission on the Draft Environmental Impact
Report on April 19, 1978; and
WHEREAS, the Planning Commission of the City of West
Covina after evaluating the Draft Environmental, Impact Report,
testimony pertaining to said document and Planning Department
comments received with respect to such report, accepted the
same and referred it to the City Council; and
WHEREAS, a duly advertised public hearing was held
• before the City Council on May 8, 1978, to accept testimony
pertaining to the Environmental Impact Report approved by the
Planning Commission; and
WHEREAS, public comments were received with reference
to the Environmental Impact Report together with responses to such
comments submitted by the Planning Department.
NOW, THEREFORE, BE IT RESOLVED THAT:
SECTION 1. The Environmental Impact Report is ;supple-
mented to include the minutes of the City Council meeting of
May 8, 1978, by incorporation of a copy of said minutes in the
final Environmental Impact Report.
SECTION 2. The City Council hereby approves the final
Environmental Impact Report and certifies that said Environmental
Impact Report has been completed in accordance with the California
Environmental Quality Act of 1970 as amended, the State Guidelines
and the City of West Covina Environmental Impact Report Guidelines
and shall be certified as required by law.
SECTION 3. The City Council has considered all public
input and has reviewed and considered the information contained
in said Environmental Impact Report.
• SECTION 4. The City Clerk shall certify to the adoption
of this Resolution.
ADOPTED and APPROVED this 8th day of May, 1978.
