A RESOLUTION OF THE CITY COUNCIL OF THE
• CITY OF WEST COVINA APPROVING AND
CERTIFYING A NEGATIVE DECLARATION OF
ENVIRONMENTAL IMPACT REPORT FOR PALM
VIEW PARK SPECIFIC PLAN.
The City Council of the City of West Covina does resolve
as follows:
SECTION 1. The Specific Plan for Palm View Park is a part
of the implementation of the Environmental Quality Element of the
adopted Comprehensive General Plan of the City of West Covina.
SECTION 2. Palm View Park is a neighborhood park which is
designed to meet both the short range and the long range needs of
the area it is designed to serve.
SECTION 3. In connection with the evaluation of the Palm
View Park Specific Plan the Planning Director of the City of West
Covina analyzed the project and determined that the development
of the park as proposed in the plan'will'_not have a significant
impact on the environment and prepared and filed a Negative Declar-
ation of Environmental.Impact.
SECTrION 4. Public hearings on the Negative Declaration of
Environmental Impact were duly and regularly held, after notice,
• by both the Planning Commission and the City Council.
SECTION 5. The City Council hereby finds and determines
that the Negative Declaration of Environmental Impact for the project
has been prepared in accordance with the California Environmental
Quality Act of 1970 and the State Guidelines and is hereby approved
and shall be certified as required by law.
SECTION 6. The City Clerk shall certify to the adoption
of this resolution.

regular meeting thereof held on the 24th day of April, 1978, by
