Resolution - 5668• RESOLUTION NO. 5668 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, FIXING AND ESTABLISHING POSITIONS, SALARIES, AND BENEFITS FOR DEPARTMENT HEAD AND FLAT RATE MANAGEMENT EMPLOYEES, AND REPEALING RESOLUTION NO. 5446. WHEREAS, in the organizational structure of the City, it is desirable to establish and define a core of administrative pro- fessionals, more commonly known as "the management team"; and WHEREAS, as a result of many discussions by members of staff and with the City Council, it has been found desirable to define clearly the management team, the overall and general respon- sibilities of management personnel, and the compensation and bene- fits to be derived by personnel designated as management; and WHEREAS, such provisions necessarily will need to be updated from time to time, requiring this resolution to be amended or superceded by subsequent resolutions; NOW, THEREFORE, the City Council of the City of West Covina does resolve: SECTION 1. Management personnel generally shall parti- cipate in decision -making processes of the City's administrative staff; encourage and promote cohesive, viable approaches to improve the organization's effectiveness and efficiency; keep pace with the direction the City is heading by monitoring its needs and desires; participate positively and enthusiastically in inter- and non -departmental matters relevant to the administrative responsi- bilities of the City staff; devote the amount of time necessary to perform their duties regardless of work stoppages or other extensive demands which might be placed upon them; refrain from representing an employee organization which includes non -management employees in any discussions with the City, and faithfully carry out and/or assume such assignments and responsibilities as re- quested by the City Manager. SECTION 2. Management positions are designated by assign- ment of their respective classifications to any salary range indenti- fied as a department head range (DHR) in Section VII of Resolution No. 1277, and/or when listed in Section 3 of this Resolution; and incumbents in such positions shall compose the City's management team and shall be entitled to the management benefit package pro- vided for in Section 4 of this Resolution. SECTION 4. MANAGEMENT BENEFITS A management benefit package, in addition to salary, shall be provided to each management employee whose position is assigned to any department head range (DHR) as follows: a. SAVINGS CLAUSE All benefits currently or hereinafter granted to posi- tions in the general employees representation unit unless other- wise noted. This includes City payment as deferred compensation of the employee's share of the retirement contribution, notwithstanding the fact that the percent of such contribution varies among public safety management employees. • b. INSURANCE Term life insurance in amount equal to gross annual salaries. C. ADMINISTRATIVE LEAVE Administrative leave is hereby granted to "management" designated positions in the City's service. The purpose of such leave.is.to Provide limited time off with regular compensation in recognition of the amount of time beyond the regular business week that is spent by management personnel on City business. No manage- ment employee shall otherwise be entitled to compensation for overtime unless specifically so designated. In recognition of the above, a minimum of five (5) days administrative leave is,hereby granted. Additional administrative leave, based on annual vacation earnings, may be granted. Such additional leave time shall be calculated at the rate of twenty-five percent (25%) of an employee's annual earned vacation rate as of January 1 of each year. The use of all manner and forms of manage- ment leave to be granted in accordance with current and future guide- lines approved by the City Manager. d. DEFERRED COMPENSATION • Fifty dollars ($50) per month allotment to be contri- buted towards health insurance premiums or a designated deferred compensation program. -3- RESOLUTION NO. 5668 e. VACATION Effective the date of this resolution, each management employee whose position is assigned to any department head range (DHR) shall be granted, upon completion of one year of employment, a minimum of fifteen (15) work days of vacation leave with pay. • Additional vacation, based on length of City service, will accrue pursuant to Section XII of Resolution No. 1277. f. EFFECTIVE DATE The effective date of this Resolution is March 1, 1978. SECTION 5. The City Clerk shall certify to the adoption of this resolution. APPROVED AND ADOPTED this 27th day of March , 1978.
