Resolution - 5607r RESOLUTION NO. 5607 A.RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE CLASS • SPECIFICATIONS FOR THE CLASSES OF ADMINISTRATIVE ANALYST I AND ADMINISTRATIVE ANALYST II, AND AMENDING SECTION VII OF RESOLUTION NO. 1277, AND ADJUSTING THE COMPENSATION PAYABLE TO THE CLASSES. 0 • The City Council of the City of West Covina does resolve as follows: SECTION 1. Pursuant to the recommendation of the Personnel Board, the class specifications for the classes of Administrative Analyst "Jr.= arid; Ad_ministratve'Arialyst`; are hereby repealed, and new class specifications for the Administrative Analyst I at Salary Range G-10, as attached hereto marked Exhibit A, and. Administrative Analyst II at Salary Range G-13, as attached hereto marked Exhibit B, and by this reference incorporated herein, are hereby adopted. SECTION 2. RYNTATT A ADMINISTRATIVE ANALYST I JOB SIBOIARY CLASS SPECIFICATION ...DECEMBER . 1977 SALARY RANGE G-10 Under direction - performs professional duties in'assigned administrative area; exercises responsibility for coordinating or supervising assigned administrative activities; and asstmies and performs related responsibilities and duties as require Representative Duties Researches assigned administrative functions or problems; surveys systems and pro- cedures; makes evaluative studies of programs and prepares comprehrns'ive analytical reports; recommends proper alternatives and courses of action for policy approval; upon approval maintains, coordinates, and supervises particular assigned operating activities., Organizational Relationships Positions in this Class may be assigned to Budget, purchasing, or general admin- istrative services, and normally report to a Department Head or other top admin- istrator. This is the entering level Class in a full-time Administrative Series. Incu,bents are considered to be administrative generalists and may be assigned specific activities within the broad range of administrative oprations, and incumbents may be rotated. QUALIFICATIONS GUIDE Training and Experience A Bachelors Degree in business or public administration, finance, xceounting, or related disciplines; and A minimum of one year's professional experience; or one year of administrative internship, preferably with a local governmental agency. Further adminstrative experience or graduate training is highly desirable. Knowledges end Abilities Good P.nowledge.of the principles of professional administration, including the specialized areas of finance, budget, purchasing, management controls and reporting, statistics, administrative research and analysis, and program planning; and of municipal organization and programs, local government relationships and community organization, and community relations. Ability: to analyze complex administrative problems and detailed records systems; to prepare complete, well organized, and logical reports; to maintain effective working relationships with officials, employees, and the public; to assist, coordin- ate, and supervise the work of others; to exercise sound judgment and to t:ork under pressure; to devise new administrative methods, streamline procedures, and effective management control; to prepare flow charts, statistical analyses, and narrative reports. High degree of abstract intelligence, analytical ability, interest in the public service, and a professional attitude. 0 URI:Ai7 ASSOCIATES EXHIBIT B CLASS SPECIFICATTON CITY OF WEST COVINA DECEMBER 1977 SALARY RANGE G-13 ADMINISTRATIVE ANALYST II JOB SUMMARY Under direction - acts as staff assistant to a top administrative official; performs specialized research and conducts surveys as assigned; writes comprehensive and analytical reports; and does related work as required. Representative Duties Performs specialized duties in carrying out assignments given by an assigned administrator; conducts studies related to various departmental administrative problems; conducts surveys; compiles data through personal interviews with various organizations and the study of technical reference material and field trips; pre- pares charts and graphic illustrations along with detailed reports on special problems in the field of administration, planning, public works, and other related projects; prepares manuals of procedures; analyzes and makes recommendations on forms and work flow; tabulates statistical data; handles correspondence as as- signed. Attends City Council meetings and meetings of other Boards and Commissions as required. QUALIFICATIONS GUIDE Training and Experience A Bachelor's Degree with a major in public administration, business administration, or related fields; and Two years of responsible experience in a major field such as -adminis- trative analysis, planning, personnel, or budgeting. Additional graduate training is desirable. Knowledges and Abilities Good knowledge of principles of public administration, management, organization, systems, and procedures; knowledge: of local govern- ment, municipal functions, and community organizations; of adminis- tive survey techniques, statistics, and report writing; of public administration literature, biographical guides, and other source material; of principles of economics, city planning, budgeting, and personnel administration; of English, vocabulary, and composition. Ability: to plan, coordinate, and perform complex surveys; to collect data, analyze it objectively, present it clearly, and pre- pare logical and accurate reports with conclusions and recommenda- tions; to establish and maintain effective working relationships; to participate in management conferences constructively and to apply the policies adopted.
