Resolution - 56060 0 RESOLUTION NO. 5606 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE CLASS SPECIFICATIONS FOR THE CLASS OF RISK'MANAGEMENT COORDINATOR, AMENDING SECTION VII OF RESOLUTION NO. 1277 RELATING TO AN AUTHORIZED POSITION IN THE FINANCE DEPARTMENT, ESTABLISHING THE COM-, PENSATION PAYABLE TO THE NEW CLASS, AND SPECI- FYING IT AS EXEMPT. The City Council of the City of West Covina does resolve as follows: SECTION 1. Pursuant to the recommendation of the Personnel Board: 1. The class specifications for the class of Risk Management Coordinator, as attached hereto, marked Exhibit A, and by this reference incorporated herein, are hereby adopted. 2. The salary range applicable to the class of Risk Management Coordinator shall be salary range DHR-D ($1125 - $2050). 3. The class of Risk Management Coordinator is hereby" placed in the exempt service. .SECTION 2. The City Clerk shall certify to the adoption of this resolution. ADOPTED AND APPROVED this 12th 1977. NOES: Councilmen: None ABSENT: Councilmen: None APPROVED AS TO FORM: Pity Attorne t) City Clerk ,l CITY OF WEST COVINA EXHIBIT A CLASS SPECIFICATION DECEMBER 1977 RISK MANAGEMENT COORDINATOR SALARY RANGE DHR-D JOB SUMMARY Under the direction of the City Manager or his/her designee, is responsible for planning, organizing and implementing the City's risk management program; administering the City safety program; providing liaison with the insurance industry for marketing appropriate coverages; coordinating and resolving claims filed against the City; manages related • activities and performs related duties as required. May also administer workers' com- pensation, health benefits, and retirement programs. Representative Duties Provides administrative direction and supervises persons responsible for the identifica- tion, evaluation and elimination or reduction of risks and liabilities; analyzes proposed City programs and projects for potential liabilities and makes recommendations accord- ingly; directs the City's safety management and training program; acts as liaison to various consulting agencies retained to provide medical, legal and investigative serv- ices; makes recommendations based on negotiations with insurance companies for pur- chase of insurance or retention of risk in all areas of municipal liability, workers' compensation, property, casualty and health insuance; negotiates and coordinates the settlement of claims against the City; investigates and administers City claims for damages against individuals and other agencies; analyzes, recommends and monitors monetary reserves for claims adjudication; provides expert,analysis and advice on mat- ters of risk management which includes monitoring of proposed legislation; and pre- pares a variety of reports. May also coordinate and monitor employee related health benefits and retirement programs, monitor pre -employment health screening, and ad- minister workers' compensation and service and disability retirement applications. QUALIFICATIONS GUIDE Training and Experience • Associate degree or equivalent. and a minimum of .three years of demonstrated responsi- ble experience in the administration and supervision of a risk management function or claims adjustment operation; or related insurance industry management experience that clearly demonstrates exceptional performance and an ability in assuming the re- sponsibilities of this position.. Extensive professional experience, as described, may be considered as a substitute for the college education on a two years experience to one year education basis. Knowledges and Abilities Knowledge of property, casualty, liability; industrial injury, health and life insurance,. claims practices, and related California law; knowledge of the concept and application of risk management; knowledge of labor law, safety practices and procedures, and in- surance contracts; knowledge of operations of municipalities, elements of public re- lations and supervision, understanding of principles of public administration. - CITY OF WEST COVINA RISK MANAGEMENT COORDINATOR Knowledges and Abilities (Continued) CLASS SPECIFICATION DECEMBER 1977 SALARY RANGE DHR-D Ability to implement and evaluate long-range plans for reducing City losses and costs associated with general liability, workers' compensation, property, health and casualty exposures; ability to interpret and apply insurance rules and regulations; write effective- ly; and must possess a strong personal ability to communicate effectively and maintain is harmonious working relations with employees, management and all segments of the in- surance industry and the public. - 2 -
