THE CITY OF -WEST COVINA APPROVING AND
• CERTIFYING AN ENVIRONMENTAL IMPACT.
.REPORT FOR.PRECISE.PLAN.NO.._:698 AND
VARIANCE. NO:' - 747 ' (Osborne/Maurer) .
- WHEREAS,'there was filed with the City of West Covina'
Verified a' licaftions:(Pr.ecise Plan No. 698'and.Variance No.. 747)
for approval for the physical development -of that certain property
generally described as follows::-
Ay2.4-acre parcel of -land located approxi-
mately 670 feet, west -of. Glendora Avenue
arid` on 'the north- side of. Service- Avenue; and
WHEREAS, it was determined that said project could have
a potentially adverse impact on the environment and"an Environ-
mental Impact Report should be prepared covering said project; and
WHEREAS,, a Draft Environmental Impact -Report was prepared.
and'completed in.September, 1977; and -
WHEREAS, on September 16, 1977, a.copy of said. Draft
Environmental Impact Report was submitted to the following agencies
for comment: u
Air Pollution Control District
• Los -Angeles County Flood Control. District
Los Angeles -County Library, West Covina Branch
Los Angeles County Regional Plahning Department
Los Angeles County Sanitation District
Southern California Edison .Company
Southern California Gas`Gompany and
WHEREAS, said agencies were given thirty (30) days to
comment on .they Draft Environmental -Impact. Report; and
WHEREAS, a'duly advertised-public.hearang before the
Planning Commission was held 'on -..November 2, 1977; and
WHEREAS, the -Planning Commission 'of - the City of West Covina,
after evaluating the:Draft Environmental Impact Report, testimony
pertaining tojsaid.document and Planning Department comments
relating to said testimony, approved and. certified the Environ-
mental Impact)'.Report for -Precise Plan No. 698 and Variance No. 747;
and`
WHEREAS, an appeal.was fi'le'd'on November-.4, 1977, with the.'
City Clerk requesting a City Council hearing _concerning the actions
of the Planning Commission pertaining to Precise -Plan No. 698 and
Variance No. u'747; and notice of the hearing was.duly given, -,and
. WHEREAS, the•City Council held a hearing on November 28,
1'977 to accept further testimony pertaining to the Environmental
Impact Report on Precise•Plan No. 698 and Variance No. 747.
NOW, jTHEREFORE,,the City --Council of the City of West Covina
does resolve as follows:
