A RESOLUTION OF THE CITY COUNCIL OF THE
CITY ,OF WEST COVINA.ADOPTING REGULATIONS
FOR"CANDIDATES FOR ELECTIVE OFFICE,
• PERTAINING TO:MATERIALS SUBMITTED TO THE
ELECTORATE. AND THE COSTS THEREOF FOR THE
GENERAL MUNICIPAL ELECTION, TO BE HELD
IN SAID CITY ON TUESDAY,_THE 7th DAY OF
MARCH, 1978.
:.WHEREAS' Section.IQ012 of the.Elections.Code of the State
of .California..authorizes the City Council to adopt regulations
-pertaining .to materials prepared by'any candidate for a municipal
election, 'including -costs thereof;
NOW, -THEREFORE, THE CITY COUNCIL_ OF THE CITY OF WEST COVINA,
CALIFORNIA# DOES RESOLVE AS FOLLOWS:
- SECTION-1 Pursuant�to Section 10012 of the Elections Code
of the_ State of California, ' each 'cand,idate for. elective office to
be'voted. for at -the General: Municipal Election to be held.in the
City of.West.Covira-'on the 7th day of March, 1978, may prepare a
candidate"s-statement .on -an" --appropriate form provided by.the_City
-Clerk. Such-. statement -may :include the name, age and occupation of .
the candidate. -and a brief description of. no more than two _hundred
(200) words of the candidate's education and qualifications expressed
by the*carididate`.'himse.lf-. Such statement shall- not .include 'the
party affiliation of the._candidate,:-nor-membership or activity in
• partisan politi:al.organ z-tions. :Such statement shall be filed in
the office of_, th'e City .Clerk: at -the time the candidate's nomination
papers are filed`. Such statement may be withdrawn, .but not changed,
during the period for -filing• nomination.papers and �un,til •5:00"p.m.
of _ the- next working day'--after.-the close of the nomination period.
SECTUON 2.- That in compliance with the recent amendments
to the Federal It
Rights Act of'1965 (Public Law 94-73,
August 6, 1975)."the City Clerk..shall provide -a Spanish translation
of the candidate's statement.to be included in. the Voter's Pamphlet
and mailed:with�;the sample ballot to.each voter who:has requested
Spanish translations and: to be made available to anyone requesting
the -translations".
SECTION .That the City Clerk shall send to each voter
with the'.sample�ballot,;a voter's pamphlet which contains the state-
ment of.each`candidate in English and Spanish for those candidates
who have reques'ted.the translation pursuant to law.
SECTION'4. ;That each candidate filing a -candidate's statement
shall.be`bille'd for the services.rendered, a sum not greater than
the actual prorated costs of printing, handling and translation and
:such bill shall -.-be due and payable immediately upon receipt thereof.
SECTION;�5-. That .the City Clerk shall provide each, candidate
or the candidate's. representative 'a `copy of this Resolution at .the
time nominatirig',petitions are issued:.
