A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINADETERMINING CERTAIN PUBLIC IMPROVE..
MENTS TO BE,OF BENEFIT TO THE EASTLAND REDEVELOPMENT
PROJECT; CONSENTING TO THE PAYMENT BY THE REDEVELOP-
MENT AGENCY TO THE CITY OF WEST COVINA OF THE VALUE
OF THE INSTALLATION AND CONSTRUCTION OF SUCH PUBLIC
IMPROVEMENTS; AND APPROVING AND AUTHORIZING THE
EXECUTION OF A COOPERATION AND REIMBURSEMENT AGREEMENT
THEREFOR BETWEEN THE CITY AND THE AGENCY.
WHEREAS, the City of West Covina will undertake the installation
of a traffic signal at Fairway and. Grand, sidewalk construction on South Garvey
Avenue from Citrus Street to Holt Avenue, and the undergrounding of lighting
and utilities in Citrus Street, Workman Avenue and Barranca Avenue; and
WHEREAS, Fairway, Grand, Citrus, Barranca, Workman and South
Garvey from Citrus to Holt, are all streets within the Eastland Redevelopment
Project and the installation of the aforesaid improvements is'necessary for
the execution of the Project under the provisions of the California Community
Redevelopment Law (Health and Safety Code, Section 33000 et. seq.) and pursuant
to the Redevelopment Plan for the Project, which Redevelopment Plan was adopted
on .July 14, 1975 by Ordinance No. 1269 of the City Council; and
WHEREAS, the Redevelopment'Agency of, the City of West Covina
desires to reimburse.and pay the City for the value of the.construction work,
the terms -and provisions of such reimbursement being contained.in a "Coopera-
tion and Reimbursement Agreement" between the City and the Agency which is
attached hereto and labeled as Exhibit "A"; and
. WHEREAS, Section 33445 of the California Health and Safety Code
requires the City to determine the issue of benefit to the Eastland Redevelop-
ment Project prior to such reimbursement payments being made by the Agency to
the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WEST COVINA AS FOLLOWS:
SECTION 1. It is hereby determined that the installation and
construction of the public improvements necessary for the control of traffic,
upgrading of lighting and improvement of pedestrian safety are of benefit to
the Eastland Redevelopment Project.
SECTION 2. The City Council hereby consents and approves the
reimbursement and payment by the Agency to the`City of West Covina for the
value of the construction work as set forth in the attached "Cooperation and
Reimbursement Agreement".
SECTION 3. The City Council hereby approves the attached "Coopera-
tion and Reimbursement Agreement", and hereby authorizes the Mayor to execute,
and the City Clerk to attest to, said agreement on behalf of the City.
SECTION,4. The City Clerk shall certify to the adoption of this
resolution.
