WHEREAS., 'rthere was .filed. with 'the; Planning-- Depar,tment of the
City of :We-st Covina,; verified.'applications for:
1. A' entative.:tract map identified as Tentative Tract
No. 33,553 to divide a 63 3 acre parcel.of land.located.at.the northeast
corner. "of ..Nogales Street and La `Puente •Road, into eleven (11) parcels,
ten (10.) of which are proposeo,,to.be"developed for multi -family residential
use, `and one (1) for commercial use.
'2. A development plan identified as Development Plan No. 22
(kb-1) for ten (10)- -.such parcels of .land providing : for the development • of
976 apartment units ;upon ,53."8 acres of land; and -'

hearing on both Tentatiw,e.:.Tract•Map No. 33553 and Development Plan No. 22
(PCD-1), and -at the"conclusion of•the public.hearing, -adopted Resolution

tions, and adopted Reso,'!lution"No. 7-77-2764 approving Development Plan No. 22
(PCD-1) subject.to cert�ain'conditions, and waiving certain of the development
standards which are contained in the201,zone; and
WHEREAS„'appeals 'of the Planning Commission's actions were
.filed with the City Clerk of the City of West Covina".requesting hearings
before the City Council on Tentative .Tract No. 33553yand .Development Plan
No. 22 (PCD,1); and
WHEREAS,,, the City Council,, upon giving the required -notice,
did - on the 12th day of ±fSeptember; .1977, -conduct dul` -advertised . ublic

WHEREAS;', based upon the evidence submitted'to the City. Council
at said hearings,',the City Council hereby finds and determines as follows:-
a.j; The -Master -Plan. for the development of Woodside
Village was approved iri 1970 and,.amended in 1974.
b."E Certain of the area .included in Tentative. Tract
.Nd--33553 was -annexed to the City of West Covina after the adoption of the
Master Plan and prior to the 1974 amendments to the'Master Plan-.
c Since .1970, substantial.deve'lopment has occurred,
,both in Woodside Village and'in'the City of-Walnut,'in the immediate.vicinity
of the land'included in Tentative Tract No.'33553..
d.; The Master Plan of development.for Woodside Village
designates fifteen,(15)"p
acres for commercial.develoment within the area
included in Tentative-Tract_No.'33553.
e The.exist:ing General Plan of -the -,City of West Covina
specifies a density of'; -not to exceed 14.9 dwelling units per acre for the
�ea included within Development Plan No. 22 (PCD=1).
ff:' The.density of 18.1 dwelling units per, acre proposed
by Development Plan .No,,, 22 (PCD.-1) will result in an increase in noise and

mission for its consideration:
a. What is the appropriate size of the parcel in-
tended for commercial purposes? Should -it be fifteen (15) acres in.

tence of the high school and other commercial development in the
immediate vicinity, should the area -be reduced; and, if so, what
area is appropriate for commercial use?

for commercial purposes be required before a recommendation is made
as to the appropriate size of the commercial area? If a develop-
ment plan is required, it should be accompanied by.a supplemental
Environmental Impact Report.for the proposed commercial development.
c...Should the density proposed by. Development Plan
No. 22 (PCD71) be reduced.to a.maximum of.14.9 dwelling units per
acre as specified -in the.City's General Plan in order to mitigate the
adverse effect on.the area.surrounding.the proposed development of
noise and.traffic.,which will be.generated by the development?
d. Should the development standards of the MF-20 zone
be met -without the necessity for waivers?
•e. JShould townhouses or condominiums be substituted
for apartments inlithat portion of the property identified as Parcels
6, 7, 8, 9 and 10,' on Tentative Tract Map No. 33553?
f..;Should the rough grading of the entire site and
the landscaping along the exterior boundaries of the area included
