RESOLUTION NO. 5553
A RESOLUTION OF THE CITY COUNCIL OF'THE
CITY OF.WEST. COVINA, CALIFORNIA, CERTIFYING
THE ENVIRONMENTAL IMPACT REPORT FOR AMEND-
MENT NO. 138 AS BEING ADEQUATE AND IN CON-
FORMANCE WITH THE STATE OF CALIFORNIA'S,•
AND THE CITY OF WEST COVINA'S, ENVIRONMENTAL
IMPACT'REPORT GUIDELINES.
The City Councilrof the City of West Covina does resolve as
follows:
WHEREAS, the City of West Covina has initiated a text
amendment of the Zoning Ordinance regulating the Hillside Over-
lay Zone; and
WHEREAS, as part of this project, the California
Environmental Quality Act requires that an Environmental Impact
Report must be certified by the 'legislative body of.the Lead
Agency prior to''this enactment; and
WHEREAS, a Draft Environmental Impact Report for the
above project was 'prepared by'the Planning Director and was re-
viewed and recommended for certification by the Planning Commis-
sion -after notice and public hearing; and
WHEREAS, the Draft Environmental Impact Report and
related comments were submitted to the City Council for public
hearing on the evening of October 3, 1977; and
WHEREAS, after said hearing,. the City Council has
determined that the submitted Draft Environmental Impact.,Report
and related comments adequately discussed the environmental
impacts of the proposed project., mitigating measures to be
taken, unavoidable adverse impacts, alternatives to,the project,
irreversible changes, growth inducing impacts, and the conform-
ance with adopted Plans and Policies; and
NOW,THEREFORE,,BE IT RESOLVED, that the•City Council
of the City of',West Covina does hereby certify that the Draft
Environmental Impact Report for Amendment No. 138 is adequate
and in conformance with the State of California Environmental
Impact Report Guidelines.
