Resolution - 5498RESOLUTION NO. 5498 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING CLASS SPECIFI CATIONS, ESTABLISHING SALARY RANGE:;; AND AMENDING SECTION VII OF RESOLUTION NO.. 1277.(ASSISTANT SPECIAL SERVICES OFFICER AND PARK MAINTENANCE • SUPERVISOR). The City Council of the City of West Covina does resolve as follows: SECTION 1. Pursuant to the recommendation of the Personnel Board: 1. The class specifications for the class of Assistant Special Services Officer, as attached hereto marked Exhibit A, and by this reference incorporated herein, are hereby adopted. 2. The salary range applicable to the class of Assistant Special Services Officer shall be Salary Range 24a. SECTION 2. That portion of Section VII of Resolution No. 1277 containing the list of authorized positions and salary ranges is hereby amended by amending the paragraph establishing the authorized positions in the Building Department by: (a) Elimination of one Administrative Analyst.;- Jr., position, and (b) Addition of.one Assistant Special Services Officer position at a salary range of 24a. • SECTION 3. Pursuant to the recommendation of the Personnel Board, the class specifications for the class of Park Maintenance Supervisor are hereby repealed, and`new class specifications for the class of Park Maintenance Supervisor, as attached hereto, marked Exhibit.B, and by this reference, incorporated herein, are hereby adopted. No. 5499 July, 1977 Salary Range 24a ASSISTANT SPECIAL SERVICES OFFICER ' JOB SUMMARY Under the supervision of the Special Services Officer, patrols the City .for violations of the Municipal Code; interprets :and explains laws and regulations to the general public to gain conformation; issues notices and orders of compliance; recommends legal prosecution of persons who fail to. respond; files complaints with the District Attorney; appears in court for the City. Representative Duties The Assistant Special Services Officer acts as the aide to the Special Services Officer by assisting in enforcement of City zoning ordinances and City business license requirements by canvassing for violations, investi- gating violations and complaints, and, when necessary, initiating legal action to gain compliance. The Assistant Special Services Officer must work closely with all City departments in enforcement matters. In addition, the.individual acts as a representative of the City in court, and as the liaison between the City and the District Attorney's Office. The Assistant Special Services Officer serves in a community relations capacity providing citizens with information and servicing complaints as they arise. The individual must be familiar with municipal government and be conversant relative to City laws and ordinances; and must help maintain the accurate records necessary to carry on all the functions of the job. May perform other duties as required. • QUALIFICATIONS, GUIDE Training and Experience Graduation from high school or equivalent. College courses in management, government, psychology, etc., are desirable. At least two years experience in a position dealing extensively with the public. Experience in inspection or investigative work is desirable. Demonstrated ability.to communicate well orally and in writing,and to get along with people, using superior tact. Fluency in Spanish desirable. Proven ability to maintain and follow good office practices. Must.be in good physical condition. Knowledge Knowledge of municipal government and ability to deal positively with people under negative conditions; promote cooperation with, and understanding of, ordinance requirements. Ability Ability to maintain close liaison with other City departments, and County, and State offices. Ability to maintain current and accurate records and prepare cases for court hearings. Ability to gain good working knowledge 01, of City laws, ordinances, procedures, and methods used to obtain voluntary or legal compliance of violations. License A.valid.California Motor Vehicle Operator's License. EXHIBIT B CITY OF WEST COVINA CLASS SPECIFICATION Res. No. 5498 July 1977 Salary Range 29 PARK MAINTENANCE SUPERVISOR Under general direction, directs and supervises the field activities, opera- tions, and personnel engaged in the maintenance of.various City parks, park- way medians, and recreation areas; performs other related duties as required. Representative Duties Organizes and delegates work assignments to.subordinates on landscape main- tenance contracts engaged in landscaping and maintenance of buildings, grounds, and recreation facilities in parks, medians, and other landscaped areas; prepares and reviews basic landscape plans for park and other land- scaped areas for review and approval of superiors; plans and supervises the layout and installation of lawn areas, sprinkler systems, and the repair and painting of park facilities; selects shrubs, flowers, and grasses to be planted; prepares operating estimates; requisitions tools, equipment, and materials; supervises the care and maintenance of tools and equipment; inspects and reviews the work of subordinates; keeps records and prepares reports. QUALIFICATIONS GUIDE Training and Experience High school graduation or equivalent supplemented by courses in horticul- ture, landscaping, plant nursery, and floriculture; five (5) years of full-. time paid or gainful experience in park gardening, maintenance or land- • scaping, including two.(2) years of supervisory experience. Knowledge and Ability Thorough knowledge: of the propagating, planting, cultivating, pruning, and care of lawns, turf, trees, shrubs, and flowers; of the methods of preparing soils for planting;'of fertilizers and their uses; of plant diseases and pests common to the area, and the means of their control and eradication; of the operation, maintenance, and repair of sprinkler systems, light powered equipment and tools used in park maintenance work. Knowledge: of the principles of supervision, training, and estimating for park maintenance projects; of basic arithmetic and English-. Ability To plan, lay out and supervise maintenance work involved in caring for. parks, landscaped areas, medians, .and park facilities:; to estimate time and materials for projects, to keep.records, and prepare reports; to supervise a group of employees or contractual forces engaged in varied activities; to maintain good public relations.
