A RESOLUTION OF THE CITY COUNCIL OF THE
• CITY OF WEST COVINA DESIGNATING THE STATE
HEALTH DEPARTMENT OR ITS REPRESENTATIVE
AS THE ENFORCEMENT AGENCY FOR SOLID WASTE
MANAGEMENT IN THE CITY OF WEST COVINA.
WHEREAS, the City of West Covina is required by Section 66796
of the Government Code to designate an enforcement agency to carry
out the provisions of the Z'Berg-Kapiloff Solid Waste Control Act of
1976; and
WHEREAS, the County and each City within the County of Los
Angeles has designated or will designate its own enforcment agents; and
WHEREAS the State Health Department, State of California,
Hazardous Waste Division, possesses the required capabilities of solid
waste management as it pertains to the landfill within the City of
West Covina; and
WHEREAS, the City Engineer of the City of West Covina possesses
the required capabilities to enforce the regulations pursuant to
Unclassified Use Permit No. 71 pertaining to the operation of the BKK
Sanitary Landfill.
• NOW, THEREFORE, BE IT RESOLVED as follows:
SECTION 1. The City Council of the City of West Covina
designates the California State Department of Health as the enforcement
agency for the City of West Covina and the City Engineer as the enforce-
ment agent for,the regulations pertaining to the operation of the
sanitary landfill located within the City of West Covina.
SECTION 2. The City Clerk shall certify to the adoption of
this resolution.
