A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA GRANTING A VARIANCE -
(Variance Application No. 740 - Ramada
Inns, Inc./West Covina Hospital).
The City Council of the City of West Covina does resolve as
follows:
SECTION 1. It is hereby found and determined that the
application of Ramada Inns, Inc./West Covina Hospital to develop
a 3.24-acre portion of Lot 113, E. J. Baldwin's 4th Subdivision in
the City of West Covina, as filed in Book 8, Page 86 of Maps in the
Office of the County Recorder of the.County of Los Angeles, with
a variance from certain of the setback requirements of the O-P
(Office Professional) zone, to authorize the encroachment of a pro-
posed -addition to the hospital facility into the front setback area,
was duly.made, that hearing thereon was duly held by the Planning
Commission after legal notice thereof, that the Planning Commission
granted said variance by its Resolution No. 6-77-2739, that said
action was called up by the City Council and the City Council held
a hearing thereon after legal notice thereof.
SECTION 2. It is hereby found by the City Council that:
a. There are exceptional circumstances applicable
to the property which distinguish it from other properties in the
0-P (Office Professional) zone in that the hospital is situated on
• an "island" surrounded by City streets and the freeway, and is
virtually isolated from other uses by distance and parking lots.
b. The realignment of Orange Avenue at an angle
to the existing structures on the property makes the granting of
the variance necessary for.the preservation and enjoyment of the
right to fully develop the property..
c. The granting ,of the variance will not be
materially detrimental to the public welfare or injurious to the
property or improvements in the vicinity and the zone in which the
property is located because of the property's isolation.
d. The granting of the. variance will'not adversely
affect the General Plan and the development will be 'consistent with
the uses specified in the General Plan for the area in which the
property is located.
SECTION 3. A variance is hereby granted as applied
for in Variance Application No. 740. "It is granted upon the following
conditions, the violation of any one of which shall be grounds for
the revocation of the variance by the Pl'anning`Commission and the
City Council. This variance shall not be effective for any purpose
until the owner of the property or his duly authorized representative
has filed in the office of the Planning Department an affidavit
stating that he is aware of and accepts all of;the following condi-
tions of this variance:
a. Comply with Study Plan "A", dated June 1, 1977.
b. Comply with Exhibit 1 - Elevations.
C. Comply with all standards of the Municipal Code.
d. All roof top mechanical equipment -shall be
architecturally screened from all sides as well as above. Plans and
elevations of said equipment to be submitted to the Planning Director
for review and approval prior to issuance of a building permit.
• e. A landscaping plan for the area surrounding
the proposed addition shall be submitted to the Planning Director for
review and approval prior to issuance of a building permit.
f. Six (6) street trees, tree wells and bubblers
shall be provided on Orange Avenue at 40 foot intervals and 15 feet
from the driveway.
. g. All utilities shall be installed underground.
Meters shall be adequately screened with landscaping or materials
compatible with the structure.
h. Engineering Department Requirements:
(1) Applicant to comply with -all conditions
contained in Planning Commission Resolution No. 567.
(2) Sanitary sewers shall be provided
(3) A final grading and drainage plan showing
existing and proposed elevations and drainage structures shall be
submitted for the approval of the.. Building and Engineering departments
prior to issuance of a building permit.
(4) Adequate provision shall be made for
acceptance and disposal of surface drainage entering the property
from adjacent areas.
(5) Parking lot and driveway improvements on
private property shall comply with Planning Commission Resolution
No. 2513 and be constructed to the City of West Covina Standards.
(6) Applicant shall install street lights
with underground wiring and provide the necessary trenching and
backfill.
(7) A parking lot lighting plan showing
electrolier types and locations, average illumination levels, points
of minimum illumination and photometric data as requested shall be
submitted for the approval of the City Engineer and Planning Director.
i. Building Department Requirements:
(1) Comply with requirements and standards
of the Uniform Building Code, the State of California and the City
of West Covina for accommodation of and access by the physically
handicapped. The developer is encouraged to exceed the minimum
requirements of said codes whenever feasible.
(2) Comply with requirements of Uniform
• Building Code for construction in Fire Zone 1.
SECTION 4. A Negative Declaration of Environmental
Impact for the project has been certified in connection with the
application for a change of zone upon the same parcel (Zone Change
No. 518) and has been found to have been prepared in accordance with
the requirements of the California Environmental Quality Act of 1970
and the State Guidelines adopted pursuant thereto.

SECTION 5. The City Clerk shall certify to the adoption
of this resolution.
