A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, APPROVING THE CLASS
SPECIFICATIONS FOR THE CLASS OF COMMUNICATIONS
DIRECTOR AND SPECIFYING IT AS EXEMPT.
The City Council of the City of West Covina does resolve as
follows:
SECTION 1. The class specifications for the class of Communi-
cations Director is hereby repealed and new class specifications for the class
of Communications Director, . specified as exempt;, as -attached hereto marked
Exhibit A, and, by this reference, -incorporated herein, are hereby adopted.
SECTION 2. The City clerk shall certify to the adoption of
this resolution.

COMMUNICATIONS DIRECTOR SALARY RANGE DHR- C
JOB SUMMARY
Under direction - plans, coordinates, and supervises the activities and personnel
of the Communications Center; assumes related responsibilities and performs re-
lated duties as required.
Representative Duties
Plans, coordinates, and supervises the activities and work programs of the Communi-
cations Center; works with all departments of the City in developing adequate commu-
nications systems and coordinating all systems as necessary to accomplish maximum
results; develops , work schedules and supervises shift assignments; plans and co-
ordinates all communications equipment installations; oversees maintenance of Fed-
eral Communications Commission technical equipment and service records; schedules
and conducts in-service training for communications personnel; supervises the servic-
ing, maintenance, and adjustment of precision test measuring equipment used by the
Department personnel; coordinates standard procedures with requirements of the Fed-
eral Communications Commission; attends necessary meetings, seminars, and drills
to maintain a working knowledge of the technical advancements in equipment and oper-
ations; prepares the Departmental budget; plans, develops,., administers and
supervises contracts for communications related services; may coordinate and super-
vise the City's Office of Emergency Services; serves as a member of the City's man-
agement team.
QUALIFICATIONS GUIDE
Training and Experience: Bachelor's degree in public administration, police or
fire science, or related fields, and
• Three years of progressively responsible experience in a professional supervisory
capacity for a public agency, preferably a Fire and/or Police operation. Working
knowledge of electronic communications equipment is highly desirable.
Additional, related experience may be substituted for the required education on a
two for one basis to a maximum of two of the four years of education required.
Knowledaes and Abilities: Thorough knowledge of public safety communications
procedures; of the principles of supervision and training; of the National Board of
Fire. Underwriters' required record keeping and operational procedures; knowledge
of construction and installation of electronic communication equipment helpful.
Ability: to train, direct, and supervise personnel in complicated communication pro-
cedures; to maintain technical records, prepare reports, supervise personnel and the
general maintenance of the Communications Center; to work effectively with the vari-
ous department representatives with diverse and sometimes competing needs; to assist
positively in developing solutions to City problems when so assigned; to administra-
tively direct the activities of the department.
