A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA) CALIFORNIA FIXING AND ESTABLISHING
POSITIONS; SALARIES AND BENEFITS FOR DEPARTMENT
HEAD AND FLAT RATE MANAGEMENT EMPLOYEES AND
AMENDING AND REPEALiNG -PORTIONS OF SECTIONNII
OF RESOLUTION`1' 1277.
WHEREAS, in the organizational structure of the City, it 'is desirable
to establish -and define 'a core of administrative professionals, more commonly known
as "the management team; " and
WHEREAS,. as a result of many discussions by members of staff and
with the City Council, it has been found desirable to :define clearly the management
team, the overall and general responsibilities of management personnel, and the 'compen-
sation;and benefits to be derived 'by_ personnel" designated as management; and
WHEREAS, such provisions necessarily will need to be updated from
time to time, requiring this resolution to be amended or superceded by subsequent re-
solutions;
NOW, THEREFORE,' the City Council of the City of West Covina does
resolve:
SECTION 1. Management personnel generally shall participate in
decision -making processes of the City's administrative .staff; . encourage and promote
cohesive, viable approaches to improve the-organization's effectiveness and efficiency;
keep pace with the direction the City is- heading by monitoring its needs- and desires;
participate positively and enthusiastically in inter- and non -departmental matters rele-
vant to the administrative responsibilities of the City staff; devote the amount of time
necessary to perform their duties regardless of work stoppages or other extensive de-
mands which might be placed upon them; refrain from representing an employee organi-
zation which includes non -management employees in any discussions with the City,
and faithfully carry out and/or assume such assignments and responsibilities as re-
quested by the City Manager.
SECTION' 2. Management positions are designated by assignment of
their respective classifications to any salary range identified as a department head
range (DHR) in Section VII of Resolution No. 1277, . and incumbents in such positions
shall compose the City's management team and shall be entitled to the management
benefit package provided for in Section 4 of this resolution.
SECTION 3. The monthly salary of; each management position listed
below is hereby established as follows:

*An additional $ 50 per month to be paid for up to six months for: -extraordinary overtime
assignments.

SECTION 4 A management benefit package, in addition to salary,
shall be provided -to each management -employee whose position is assigned to any
department head range (DHR) as follows:
a. all benefits currently or hereinafter granted to positions in the
,generalemployees representation unit unless otherwise noted. This includes City
payment as deferred compensation of the employee's share of the retirement contri-
bution, notwithstanding the fact that the percent of such contribution varies among
public safety management employees;
b. term life insurance in amounts equal to gross annual salaries;
c. Administrative leave not to exceed ,.five (5) workdays per calendar
year. in accordance with guidelines approved by the City Manager. This, leave is to
provide limited time off with compensatnc ion_i.reognition of the -many -meetings andafter
business hours' .work':requiied'o`f. management_;personnel, and_ no,rnanagement employee shall
otherwise be entitled to .compensation for overtime unless specifically so noted; and
d. $50 per month allotment to be contributed towards health insurance
premiums or a designated deferred compensation -program.
SECTION 5. That portion of Section-VII of Resolution No. 1277 con-
taining the list of authorized positions and salary ranges is hereby:amended:
a. By amending the paragraph.establishing-the :authorized positions
in the Engineering Department by:
(1) Adding two positions of Principal Engineer at DHR-D, and
(2) Eliminating two positions of Civil Engineering Associate and.
• footnote 4M applicable thereto;
b. By amending the paragraph establishing the authorized positions
in the Planning Department by:
(1) Adding two positions of Principal Planner -at DHR-D, and
(2) Eliminating two positions of Planning Associate;
c. By amending the paragraph establishing the authorized positions
in the Street Department by:
(1) Adding one position of Superintendent of Street Maintenance
Services,- 0:,t-DHR-D, and
(2) Eliminating one position of Street Maintenance Superintendent;
d. By amending the paragraph establishing the authorized positions
in the Redevelopment Agency/Community Development Department by:
(1) Adding one position of Principal Engineer at DHR-D, and
(2) Eliminating one position of Civil Engineering Associate and
footnote 414 applicable thereto; and
e. By amending the paragraph :establishing the authorized positions
in the Police Department by:
(1) Adding one position of Police Commander at DHR-C, and
(2) Eliminating one position of Police Captain.

SECTION 6. Notwithstanding the requirements enumerated in the
class specifications for each of the classes of positions added to Section VII of
Resolution No.. 1277 by Section 5 of this resolution, incumbent employees serving
in an eliminated class and appointed to a newly added class are grandfathered into
the new class and need not meet all requiremenisof the new class to which they are
initially appointed.
• SECTION 7. Those portions of Section VII of Resolution No. 1277 re-
lating to salary amounts for management employees, noted as Exhibit B and entitled
"Management Pay Schedule, " and Resolution No. 5225 are hereby repealed.
SECTION 8. , With the exception of Section 5, all sections of this
resolution shall be effective as of the first day of April, 1977. The provisions of
Section 5,which adds and eliminates authorized positions, shall be effective upon
an appointment in the case of an added position and: upon the occurrence of a vacan-
cy in the case of an -eliminated class.
SECTION 9. The City clerk shall certify to the adoption of this
resolution.
