A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA DETERMINING CERTAIN PUBLIC IMPROVEMENTS TO BE
• OF BENEFIT TO THE EASTLAND REDEVELOPMENT PROJECT;
CONSENTING TO THE PAYMENT BY THE REDEVELOPMENT AGENCY
OF THE CITY OF WEST COVINA TO THE CITY OF THE VALUE OF
THE AGENCY'S PORTION OF THE INSTALLATION AND CONSTRUCTION
OF SUCH PUBLIC IMPROVEMENTS; AND APPROVING AND AUTHOR-
IZING THE EXECUTION OF A COOPERATION AND REIMBURSEMENT
AGREEMENT THEREFOR BETWEEN THE CITY AND THE AGENCY.
WHEREAS, the City of West Covina is undertaking the widening
and reconstruction of North Citrus Avenue from Garvey to Workman and the
widening of Workman from Citrus to thevYest City limit; and
WHEREAS, Citrus Avenue and Workman Avenue are within the Eastland
Redevelopment Project and the widening and reconstruction project are
necessary for the execution of the Project under the provisions of the
California Community Redevelopment Law (Health and Safety Code, Section 33000
et seq.) and pursuant to the Redevelopment Plan for the Project, which
Redevelopment Plan was adopted on July 14, 1975 by Ordinance No. 1269 of
the City Council; and
WHEREAS, the City is to acquire certain real properties required
for the widened right-of-way and has undertaken (or is to undertake) the
construction work necessary for the widening and reconstruction of Citrus
Avenue and Workman Avenue; and
WHEREAS, the Redevelopment Agency of the City of West Covina
• desires to reimburse and pay the City for the value of the Agency's portion
for the widening and reconstruction work, the terms and provisions of such
reimbursement being contained in a "Cooperation and Reimbursement Agreement"
between the City and the Agency which is attached hereto and labeled as
Exhibit "A"; and
WHEREAS, Section 33445 of the California Health and Safety Code
requires the City to consent to such reimbursement payments and to
determine the issue of benefit to the Eastland Redevelopment Project prior
to such payments being made by the Agency to the City.
NOW, THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WEST COVINA AS FOLLOWS:
SECTION 1. It is hereby determined that the installation and con-
struction of the public improvements necessary for the widening and recon-
struction of Citrus Avenue and Workman Avenue are of benefit to the Eastland
Redevelopment.Project.
SECTION 2. The City Council hereby consents to and approves the
reimbursement and payment by the Redevelopment Agency of the City of West
Covina to the City for the value of the Agency's portion for the widening
and reconstruction work, as set forth in the attached "Cooperation and
Reimbursement Agreement."
• SECTION 3.. The City Council hereby approves the attached
"Cooperation and Reimbursement Agreement", and hereby authorizes the Mayor
to execute, and the City Clerk to attest to, said agreement on behalf of
the City.
