A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA,' APPROVING THE CLASS
_SPECIFICATIONS FOR .THE .CLASS,ES-OF POLICE AGENT,
POLICE SERGEANT," AND POLICE LIEUTENANT.
The City Council of the City of West Covina does resolve as
follows:
SECTION 1. Pursuant to the recommendation of the Personnel
Board:
(a) The class specifications for the class of Police Agent are
hereby repealed, and new class specifications for the class of Police Agent,
as attached hereto marked Exhibit A, and by this reference incorporated here-
in, are hereby adopted.
(b) The class specifications for the class of Police Sergeant
are hereby repealed, and new class specifications for the class of Police
Sergeant, as attached.. hereto marked Exhibit B, and by this reference in-
corporated herein, are hereby adopted.
(c)' The class specifications for the class of Police Lieutenant
are hereby repealed, and new class specifications for the class of Police
Lieutenant, as attached hereto marked Exhibit C, and by this reference in-
corporated herein, are hereby adopted.

POLICE AGENT
JOB SUMMARY
Under general supervision, functions include: patrol, investigative and administra-
tive duties involving traffic collisions, community relations, prevention of crime,
• detention of suspects, juvenile crime, narcotics and gambling, training of new offi-
cers, coordination of crossing guards, general enforcement of laws for the well-being
of the public, and other related functions.
Representative Duties
Conducts technical and scientific investigations and research of crimes, crime scenes,
traffic collisions, and non -criminal regulated activities. Gathers and processes evi-
dence, classifies fingerprints, and prepares significant reports. Acts as uniformed
patrol officer; performs special assignments in community relations, court liaison,
training officer, investigator, or related functions. Supervisory responsibility may
also be required in the absence of higher ranking officer, in direction of subordinates,
or in training of newly -appointed personnel. Conducts investigations of juvenile
crimes, and gambling and narcotics cases. Performs research functions and related
tasks as required.
QUALIFICATIONS GUIDE
Training and Experience
Graduation from high school or equivalent and satisfactory completion of 45 college
semester units, as well as 2 years experience as a Police Officer.
Knowledcre and Abilities
• Thorough knowledge of the principles and practices of modern police, work; laws of
evidence, arrest, and criminal law, court procedure, administrative procedure, juven-
ile procedure, patrol procedure, rights of accused, investigative methods; and under-
standing of federal, state, and county police agencies and their relationships to City
police functions.
Ability: to perform tasks that require a high degree of judgment, intelligence, educa-
tion, initiative, and understanding of human behavior; to analyze situations quickly
and objectively, and to determine proper courses of action; to speak and write effect-
ively; to establish and maintain cooperative working relationships with subordinates
and associates; to work with little supervision, and organize and supervise the work
of other police personnel when necessary; to deal with public tactfully; to obtain ap-
propriate information through effective interview and interrogation; and to research
data and formulate reliable conclusions.

Valid California Operator's License
Note: Employees returning from military leave, leave of absence, or reinstatement
after voluntary resignation are eligible to participate in this exam even though they
may not have achieved permanent status as long a.s they satisfy all other requirements.

POLICE SERGEANT
Job Summary

.Under direction - assumes responsible charge of police field
• operations involved in law enforcement, traffic control, and
crime prevention on an assigned shift; serves as a lead in-
vestigative officer in the Detective Division; and does re-
lated work as required.
Representative Duties
Supervises the work of Police Officers engaged in patrolling
an assigned area by automobile in the general enforcement of
law and the prevention of crime or disorder; receives, investi-
gates, and makes proper disposition of complaints from telephone
calls, public interviews, and radio messages; supervises and
assists in the seizing, searching, booking, and fingerprinting
of law violators; collects and preserves evidence; interrogates
witnesses and prisoners; prepares reports; participates in the
training of subordinate personnel as directed.
As a lead investigative officer in the Investigative Division,
receives assignments to investigate juvenile crimes and offenses,
or adult violations of federal, state, and local laws; when
assigned, takes charge of difficult and important criminal
cases, collects and preserves evidence; apprehends.and arrests
law violators; reviews files and general police bulletins;
makes reports of cases handled and actions taken; appears in
court to present evidence collected; handles juvenile cases as
prescribed by state law; prepares necessary correspondence
• regarding cases assigned.
May also be assigned to supervise or perform work in special
units, such as records, training, traffic control, investiga-
tion, etc.

• Thorough knowledge of the principles and practices of modern
police work; good knowledge: of the law with respect to the
apprehension, arrest, detention, and prosecution of law
violators; of methods of patrol, police records, and criminal
investigation; knowledge: of the rules of evidence and the
rights of the accused; of the sources of police information
and training; of state and county police organizations and
their relationship to city work; knowledge of city government.
Ability: to analyze situations and to adopt an effective
course of action; to maintain calm, self-control, and to
pursue an effective course of action under pressure and
hazardous conditions; to establish and maintain cooperative
working relationships with subordinates and associates; to
make out various reports and forms in the performance of duty;
to organize and supervise the work of Police Officers effectively;
to maintain good discipline; to deal tactfully with the public
in the handling of difficult police problems; to maintain
cordial and respected relationships with all City departments
and community elements.
Licenses: A valid California Motor Vehicle Operator's
License.

POLICE LIEUTENANT

• Under direction - directs and supervises all police activities
on a Patrol Watch; plans and supervises activities of a unit
or bureau; assures efficient and lawful operations and consis-
tent application of policies; initiates recommendations for
improvements in procedures, programs, or policies; and assumes
other responsibilities and performs other duties as required.
Representative Duties
As Watch Commander on an assigned shift: deploys, trains,
supervises, assists, and inspects the uniformed officers and
other employees assigned, including investigation officers on
certain shifts; supervises patrol units through a subordinate
supervisor operating in the field; maintains proper liaison and
cooperation with officers in charge of other units, bureaus and
divisions.
As an officer in charge of a unit or bureau: organizes, trains,
supervises, assists, and inspects officers and other employees
assigned; assigns cases, reviews progress, and evaluates produc-
tivity and effectiveness of programs; maintains proper liaison
and cooperation with Watch Commanders and other units or bureaus.
May be assigned to other equivalent responsibilities. In all
assignments is responsible for insuring high operating effective-
ness, uniform application of policies, complete legality of all
. actions, and proper flow of reports and records, through brief-
ings, individual conferences, regular and random inspections,
review of individual and activity reports, investigation of com-
plaints, maintenance of discipline, and active personal contacts.

in this field; of the causes, prevention, and control of delin-
quency; of the rules of evidence and of the laws governing the
custody of persons; of traffic enforcement, traffic and
accident analysis methods, traffic engineering, and traffic
education; of teaching methods and techniques.
Ability: to plan and coordinate the work of subordinate Police
Officers; to lead and train men in technical law enforcement work;
to prepare accurate and comprehensive reports; to establish and
maintain effective working relationships with subordinates, other
officers, and the public.
