Resolution - 5385RESOLUTION NO. 5385 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF - WES T COVINA; CALIFORNIA AMENDING RULE IV. 3 (c) OF THE PERSONNEL RULES (RESOLUTION NO. 1276) RELAT- ING TO DISQUALIFICATION OF APPLICANTS BY PERSONNEL OFFICER. The City Council of the City of West Covina does -resolve as follows: SECTION 1. Pursuant to the recommendation of the Personnel Board, Section IV.3(c) of the Personnel Rules (Resolution No..1276) is amended as follows: "IV. 3 Disqualification of Applicants by Personnel Officer (c) That he has been adjudged guilty of any violation of a penal ordinance or statute or of infamous or disgraceful conduct. The Personnel Officer may disregard the conviction if he finds and determines that mitigating circumstances exist, such as, but not limited to, evidence of rehabilitation, length of time elapsed since such conviction, the age of such person at the time of conviction, or the fact that the classification applied for is unrelated to such convic- tion. " SECTION 2. The City Clerk shall certify to the adoption of this resolution. Adopted and approved this loth day of January , 1977. NOES: Councilmen: None ABSENT: Councilmen: None City Cl APPROVED AS TO FORM: City Attorney .CITY OF WEST COVINA CLASS SPECIFICATION JANUARY 1977 SALARY RANGE DHR-C EXHIBIT A HUMAN RESOURCES DIRECTOR JOB SUMMARY Under direction of the City Manager, performs functions pertaining to the implementa- tion of activities authorized and required under the Housing and Community Develop- ment Act of 1974, participates in City activities involving human resource development, and coordinates other City activities as assigned. Representative Duties Coordinates the development of annual applications for Community Development Block Grant funds as authorized under the Housing and Community Development Act of 1974, including serving as liaison to the Citizens' Advisory Committee, estimating costs, providing staff input, designing innovative programs to meet citizen needs, and pre- senting options before various community groups and the City Council; oversees ex- penditure of Community Development funds and supervises their accounting, coordinates the relevant involvements of other city departments and other agencies, news media, and interested individuals in the community development program; maintains effective relations with low income, minority, handicapped and elderly citizens; develops appli- cations for federal and/or state grants relevant to human resources, coordinates and directs City's human resource -related programs and involvements as assigned; and performs related work as directed. QUALIFICATIONS GUIDE Training and experience Graduation from an accredited college or university, with major course work in city planning, architecture, sociology, public administration, or closely related field, supplemented by graduate college work in city planning, sociology, or public ad- ministration. Three years of progressively responsible professional experience' in local planning, housing, community development, or human resources programs, one year of which has been at a supervisory or administrative level. Ability to communicate in Spanish desirable. Knowledge and Abilities Knowledge of the Housing and Community Development Act of 1974; modern methods and techniques for planning, administering, and appraising community development and human resource programs; principles and practices of office management, ad- ministration, budgeting, supervision, training, and public relations; current litera- ture, and sources of information in community development, human resource program- ming, and municipal government. Knowledge of methods to develop proposals and successfully solicit funding assistance from State and Federal agencies.
