A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, APPROVING THE CLASS
SPECIFICATIONS FOR THE CLASS OF SPECIAL SERVICES
OFFICER AND AMENDING SECTION VII OF RESOLUTION
NO. 1277 RELATING TO AN AUTHORIZED POSITION IN THE
BUILDING DEPARTMENT AND ADJUSTING THE COMPENSA-
TION PAYABLE T.O. THE NEW CLASS.
The City Council of the City of.West Covina does resolve as
SECTION 1. Pursuant to the recommendation of the Personnel
Board:
(a) The class specifications for the class of Special Services
and Abatement Officer is hereby repealed and new class specifications for the
class of Special Services Officer, as attached hereto marked Exhibit A and,
by this reference, incorporated herein, are hereby adopted.
(b) Notwithstanding the provisions of Section VII of Resolution
No. 1277, the following changes in the list of authorized positions for the
Building Department are hereby modified by:
at Range 29.
1. Elimination of one Special Services and Abatement Officer
2. Addition of one Special Services :Officer at Range 30.
SECTION 2. The reassignment in range provided for herein shall
be effective as of the first pay period in October, 1976, in accordance with
Resolution No. 5336.
SECTION 3. The City Clerk shall certify to the adoption of this
resolution. N

SPECIAL SERVICES OFFICER
JOB SUMMARY
CLASS SPECIFICATION
JANUARY 1977
SALARY RANGE 30
Under the general supervision, patrols the City for violations of the Municipal Code;
interprets and explains laws and regulations to the general public to gain conformation;
issues notices and citations; recommends legal prosecution of persons who fail to re-
spond; files complaints with the District Attorney, appears in court for the City; appears
before the City Council to explain enforcement matters.
Representative Duties
The Special Services Officer assists in administering the zoning ordinances, Building
Codes and City business license requirements by canvassing for violations, investigat-
ing violations, and when necessary, initiating legal action -to gain compliance. The
officer works closely with all City Departments in enforcement matters. The weed
abatement program is a responsibility of the Officer under the direction of the Building
and Safety Director, involving preparation of specifications, resolutions and Council
reports; coordination of work with the contractor; and supervision of the preparation of
materials required to recover City costs through property tax bills. The Officer super-
vises the maintenance of the accurate records necessary to carry on these functions,
trains and supervises other personnel when they are assigned to the Information and
Special Services Section, and performs other duties as required.
QUALIFICATIONS GUIDE
Training and Experience
Graduation from High School. College courses in management, government, psychology,
etc. , are desirable but not required.
*At least three years's experience in 'inspection or investigative work.
Demonstrated ability to communicate and get along well with people.
Proven ability to maintain and follow good office practices.
Must be in good physical condition.
Knowledge and Abilities
Knowledge of Municipal Government and ability to deal positively with people under
negative conditions; promote cooperation with, and understanding of, ordinance
requirements.
Knowledge of City laws and ordinances, procedures, and methods used to gain
voluntary or legal compliance of violations.
