A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA; CALIFORNIA " APPROVING THE CLASS
SPECIFICATIONS FOR THE CLASSES OF HUMAN RESOURCES
DIRECTOR AND REDEVELOPMENT COORDINATOR AND AMEND-
ING SECTION VII OF RESOLUTION NO. 1277 RELATING TO
TWO AUTHORIZED POSITIONS IN THE REDEVELOPMENT
• DEPARTMENT / COMMUNITY DEVELOPMENT DEPARTMENT.
The City Council of the City of West Covina does resolve as
follows:
SECTION 1. Pursuant to the recommendation of the Personnel
Board:
(a) The class specifications for the classes of Community
Redevelopment Coordinator and Assistant Community Redevelopment Coordinator
are hereby repealed and new class specifications for the classes of Human Resources
Director and Redevelopment Coordinator, as attached hereto marked Exhibit A and
Exhibit B and, by this reference, incorporated herein, are hereby adopted.
(b) Notwithstanding the provisions of Section VII of Resolution
No. 1277, the following changes in the list of authorized positions for the Redevelop-
ment Agency/Community Development are hereby modified by:
1. Elimination of one Community Redevelopment Coordinator and
one Assistant Community Redevelopment Coordinator.
2. Addition of one Human Resources Director and one Redevelop-
ment Coordinator.
SECTION 2. The City Clerk shall certify to the adoption of this
resolution.

SALARY RANGE DHR-D
Under the Administrative direction of the Assistant Executive Director
of Redevelopment, assists in the organization and direction -of the development
and administration of the City's redevelopment programs.
Work involves conducting complex planning assignments requiring con-
siderable skill in research analysis and presentation of data; the develop-
ment of specific plans and studies with recommendations concerning the
plan in all of its ramifications; technical advice and assistance to sub-
ordinate personnel in developing research procedures and in the solution of
difficult planning problems; and public and inter -departmental contacts.
Work is performed in accordance with general instructions from the Assistant
Executive Director, with considerable latitude for independent initiative
and judgment. Work is subject to technical review through the evaluation
of reports and through conferences.
Representative Duties
Gathers, analyzes, and presents data in the form of written, graphic, or oral
reports for use before boards, commissions, and public hearings. Mans,
supervises, coordinates, and participates in the preparation of planning
projects and drafting plans, and in tabulating and compiling survey data
for reports. Prepares various studies and informational reports for general
distribution to the public. i
Acts as technical advisor to subordinate personnel in solving difficult assign-
ments, and in reviewing objectives, techniques of execution, and resultant
findings.
Assists in the review of the city's redevelopment plans and preparation of
new plans., Plans,, schedules, and participates in public meetings. Serves
as department representative to various civic, business, and community
organizations. Represents the staff as technical advisor to various. civic
committees and groups. Processes applications for Federal and/or State grants.
Performs related work as assigned.
QUALIFICATIONS GUIDE
Training and experience
Graduation from an accredited college or university, with major course work
in city planning, architecture, civil engineering, or public administration,
supplemented by graduate college work in city planning, engineering, or
public administration.
Three years of responsible professional experience in local planning and
redevelopment, one year of which has been at a supervisory or administrative
level.

• Knowledge and Abilities
Considerable knowledge of the principles and practices of city planning, and
of the redevelopment process, economics, municipal finance, and socioloty
as applied to City planning. Knowledge of the principles of public adminis-
tration; current literature and recent developments in the field of public
planning and redevelopment; and of the principles and practices of civil
engineering and physical design as applied to city planning.

Ability to carry planning assignments to completion through the formulation of
creative planning solutions; to plan, assign, and supervise the work of
subordinate employees, and participate in technical research on economic,
sociological, engineering, and planning problems; analyze and systematically
compile technical and statistical information, and to prepare technical reports;
develop and maintain effective working relationships with officials, other
government agencies, and the general public; and to communicate clearly and
concisely orally and in writing.
