WEST COVINA, CALIFORNIA, AMENDING RESOLUTION
NO. 1276 BY THE ADDITION OF PERSONNEL RULE XX,
GOVERNING THE HIRING OF RELATIVES, TO THE PERSONNEL
RULES.

The City Council of the City of West Covina does resolve as
follows :
SECTION 1. Pursuant to the recommendation of the Personnel
Board, Resolution No. 1276 is amended by the addition of Personnel Rule XX,
governing the hiring of relatives, to the Personnel Rules, as attached hereto
marked Exhibit A, by this reference, incorporated herein, are hereby adopted.

EXHIBIT A
RULE'XX. HIRING OF RELATIVES
XX.1 Definition of Relative or Relationship.
For the purposes of this rule the definition
of "relative" or."relationship" shall include persons
related in the following contexts by blood or marriage,
including step and half relationships: spouse, child,
sibling, parent, grandparent, grandchild, in-laws.
XX.2 Full Time Employment.
(a) No person shall be hired in a full time position who
is related to the City Manager/Personnel Officer or
a member of the City Council.
(b) No person shall be hired in a full time position who
is related to any department head, or to any elected
official other than City Council members. In cases
where no conflict is evident the City Manager shall
have the authority to approve exceptions to this
subparagraph (b) .
• (c) No person shall be hired in a full time position in
a department where a relative is employed or in a
department which is closely related - Police, Fire,
Communications - to a department in which a relative
is employed.
(d) When the positions involved are sufficiently unrelated
so as not to cause, require or readily permit a super -
relationship, direct or indirect contact, or
otherwise in any way detrimentally affect departmental
or City operations: the City Manager upon recommendation
of the department head may authorize an exemption from
paragraph (c) .
XX.3 Part Time Employment.
No person shall be hired in a part time position,
in a department, who is related to that department's director.

xX.4 Creation of Relationship - Current Employees.
' Upon the marriage or other creation of
relationships due to marriage or adoption of two City
employees, the Personnel Office shall be notified in
writing by the employees involved and the department
head(s). Notification of new or impending relationships
shall include the anticipated effect of relationship and
recommendation as to possible action to be taken in
assuring continued efficient departmental operation(s).
The Personnel Officer and/or designated representative
shall be responsible to consult with the department
head(s) and/or specific employees in reaching a recom-
mendation in accordance with previously stated guidelines
and the following suggested options. The City Manager
shall be the final determining authority in such matters.
(a) The employment relationship is acceptable if no
adverse impact is anticipated; related employees
are not in a supervisorial relationship or in
direct contact in the same or related departments;
the relationship will in no way detrimentally
affect departmental operations.
(b) Transferring one relative to an unrelated department
may be approved where problems occur or are anticipated.
• (c) Adjustment of shifts may be approved if it is believed
the relationship will interfere with the work.environ-
ment.
(d) Termination of one of the related employees may be
recommended if the department.head(s) find the problems
involved in the employment relationship are irresolvable.
(e) A relationship (as defined in paragraph 1) created
between a full time employee and a department head, the
City Manager or an elected City official will be
evaluated on the same basis as the creation of a rela-
tionship between classified City employees.
XX.5 Effect on Current Employees.
1. Relatives currently employed by the City on the
date of the passage of this rule shall not be affected by
the provisions of this rule except:
(a). if continued employment in specific area has or is
proven to be detrimental to departmental or City
operations, in which case the provisions of para-
graph 4 shall apply;
(b) in the case of a potential promotion or transfer of
40 related employees, should -such action prove detrimental
to departmental or City operations, all provisions of
this rule shall apply.
