A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA. AMENDING CONDITION NO. 19 OF
Is UNCLASSIFIED USE PERMIT NO. 71,` REVISION 5 (-AMEND-
MENT), RELATING TO THE DISPOSAL OF CERTAIN
LIQUID WASTES.
The City Council of the City of West Covina does resolve as
follows:
SECTION 1. The City Council does hereby find, determine and
declare that the following amendment to Condition No. 19 of Unclassified Use
Permit No. 71, Revision 5 (Amendment) relating to the disposal of certain
liquid waste s in the B. K. K. Company Sanitary Landfill was :duly initiated,
that notice of he thereon was duly given and published, that public hear-
ings thereon were duly held by the City Council, that the public convenience,
necessity and general welfare require that said amendment be approved.
SECTION 2. Condition Number 19 of Unclassified Use Permit
No. 71, Revision 5 (Amendment) is hereby amended to read:
" 19. WASTE MONITORING AND DISPOSAL
Wastes accepted for disposal shall be in accordance with
the conditions and requirements__prescribed by the Regional
Water Quality Control Board and by the State Water Resources
Control Board's Waste Discharge Requirements for Waste
Disposal to Land, as adopted March 2, 1972, and sub-
sequently amended.
All wastes defined in Article 2 of Chapter 6. 5 of Division
20 of the Health and Safety Code of the State of California
and approved by the Health Department of the State of
California -may be disposed of in this landfill, subject to
all conditions of the Unclassified Use Permit. Notwith-
standing this provision or any other provision in this
Unclassified Use Permit, or other provisions of the State
of California or any other agency of. the federal government,
any request made to those agencies for the disposal of any
of the above specified wastes for acceptance in the State of
California, regardless of whether it is an emergency or
non -emergency matter, will be subject to the following
conditions:
a. At such time as the application is made to other_. state
or federal agencies for disposal of those wastes, a copy
of the request and detailed information on the properties
. of the proposed substances to be disposed of shall be
delivered to the Public Service Director of_ the City of
West Covina.
b. The City of West_ Covina may review and disapprove
of this request for disposal independent of any action
taken by any federal or _state4agency. Final .action on
this request will be taken by the City Council of the
City of West Covina.
The disposal of any container that is specifically designed
to prevent the release of the contained material into the
surrounding landfill deposits or existing soil in the landfill
shall be prohibited.
The, operator shall develop a procedure to monitor incoming
loads and their disposal on the site. This procedure shall
include, but not necessarily be limited to, explosivity, ph,
temperature and odors.
A. log book shall be kept and entries shall be made of all
incoming hazardous solids and all liquids. The log book
shall be easily identifiable and made available to .City
personnel at all times. "The log shall include: the date
and time of receipt, the results of the liquid waste sampling;
the disposal location. A map showing the location where
different types of liquids and hazardous solids are deposited
shall be maintained with the log book.
This procedure shall be submitted to the City Engineer
within thirty (30) days of the approval of Unclassified Use
Permit No. 71,_. Revision 5 (Amendment). This procedure
• shall be reviewed and approved by the City Engineer. "
SECTION 3. The City Clerk shall certify to the adoption of this
resolution.
