A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, AMENDING CLASS
SPECIFICATIONS OF CERTAIN CLASSES WITHIN THE
CITY. (AMENDS SECTION IV OF RESOLUTION NO. 1277)
The City Council of the City of West Covina does resolve as
SECTION 1. Pursuant to the recommendation of the Personnel
Board:
(a) The class specifications for the class of Communications
Technician are hereby repealed, and new class specifications for the class of
Communications Technician, as attached hereto marked Exhibit A, by this reference,
incorporated herein, are hereby adopted.
(b) The class specifications for the class of Maintenance
Electrician is hereby repealed and new class specifications for the class of
City Electrician, as attached hereto marked Exhibit B and, by this reference,
incorporated herein, are.hereby adopted.

COMMUNICATIONS TECHNICIAN
JOB SUMMARY
CLASS SPECIFICATION
NOVEMBER 1976
Under general supervision - performs technical and detailed maintenance,
installation, and repairs of communications equipment any: allied facil-
ities;.and does related work as required.
Representative Duties:
Installs, repairs, and maintains the City Communications Center, and
Office of Emergency Services radio -telephone transmitting and receiving
equipment; makes adjustments to equipment by means of-e:)ctrical mea-
suring instruments and radio frequency measurements instruments;
assists with the planning, installation, and maintenance of mobile
communications systems; makes repairs and alterations to City -owned
radio equipment; installs and maintains fire alarm systems, overhead,
and underground signal systems; cooperates with cities, counties,
and other agencies operating radio -telephone stations; instructs
personnel in emergency procedures and proper and efficient use of
communications equipment; maintains appropriate records on operating
costs and performance of communications equipment; plans and conducts
emergency exercises, and performs related duties as required.
QUALIFICATIONS GUIDE
Training and Experience:
Graduation from High School, and
•One year of experience in the maintenance, operations, design, or
construction of varied radio equipment.
Trade School or College education in Electronics may be substituted
for the above requirements on the basis of 1 year being equivalent
to 6 months' experience, or 1 semester of High School.
Knowledge and Abilities:
Thorough knowledge of modern radio -telephone equipment and the methods
and materials used in construction and repair of such equipment;
working knowledge of the principles on which low, high, and ultra-
high frequency radio receivers and transmitters, and auxiliary equip-
ment operate; knowledge of the tools and equipment used in radio,
fire -alarm, and signal construction; knowledge of the Rules and Regu-
lations of the Federal Communications Commission covering operations
and maintenance of emergency radio transmitters and receivers.
Licenses:
A valid Second Class, or higher, Radio -Telephone Operator's License.
A valid California Motor vehicle Operator's License.

CITY ELECTRICIAN

Under general supervision - installs; maintains and services electrical wiring
systems and equipment; and does related work as required.
46 Representative Duties
Installs, inspects, maintains, and makes repairs.to conduits, electrical circuits,
wires, traffic signals, and switches required in making adjustments, extentions or
alterations in the electrical installations for power, lighting, heating, clocks,
bells, traffic signals, street lights, storage batteries, and motors in buildings
and on streets, grounds and public right-of-ways; services , maintains and repairs
lighting, ventilation, air conditioning, and heating systems, pumps, motors, and
various electrical equipment and apparatus; repairs or replaces worn out or defect-
ive parts in motors, pumps, storage batteries, switches, and fixtures; tests,
locates and repairs trouble in electrical circuits and equipment; replaces fuses
and electric lights; slakes reports of work performed and keeps simple records.
QUALIFICATIONS GUIDE
Training and Exparience
Graduation from high school, or equivalent; and
Four years of varied electrical installation and repair experience at the Journey-
man level.
Additional journeyman level experience may be substituted for the required high
school education on a year -for -year basis, to a maximum of two years. '
Knowl.edges and Abilities
Good knowledge of the standard practices, materials, equipment, and terminology
• used in the electrical trade; good knowledge of the principles and theory of
electricity; good knowledge of the Uniform Electrical Code and State Safety Orders;
good knowledge of the hazards and proper safety requirements of high and low voltage
work.
