Resolution - 5325RESOLUTION NO. 5325 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE CLASS SPECIFICATIONS FOR THE CLASS OF ADMINISTRATIVE ACCOUNTANT. The City Council of the City of West Covina does resolve as follows: SECTION 1. Pursuant to the recommendation of the Personnel Board: (a) The class specifications for the class of Adminis- trative Accountant are hereby repealed, and new class specifications for the class of Administrative Accountant, as attached hereto marked Exhibit A, by this reference, incorporated herein, are hereby adopted. SECTION 2. The City Clerk shall certify to the adoption of this resolution. Adopted and approved this 13th day of September , 1976. AYES: Councilmen: Miller, Chappell, Shearer, Tice, Browne NOES: Councilmen: None ABSENT: Councilmen: None City C erk APPROVED AS TO FORM: W ) U::kU_eV) • City Attorn CITY OF WEST COVINA ADMINISTRATIVE ACCOUNTANT JOB SUMMARY CLASS SPECIFICATION SEPTEMBER 1976 SALARY RANGE DHR-D Under direction - coordinates the planning, development and control of the City's accounting system and financial record -keeping activities; supervises accounting activities and assists the Director of Finance in the administration of the Depart- ment, and does related work as required. Representative Duties Directly supervises the activities of the accounting) payroll, and data processing sections (division); plans the conversion of City accounting system to data process- ing equipment and supervises the utilization of that equipment; supervises the pre - auditing of all fiscal expenditures and claims; supervises the maintenance of general ledgers and related subsidiary records; supervises the preparation of financial reports reflecting the financial status of City departments; reviews contracts, fiscal ordi- nances, resolutions, and other documents for the Director of Finance; consults with the City Attorney regarding legal matters pertaining to fiscal and accounting problems; prepares and issues cost reports, time sheets, and payrolls; acts for the Director of Finance in his absence. QUALIFICATIONS GUIDE Training and Experience An A.B. degree in Accounting; and Two (Four) years of professional accounting experience_, preferably fund accounting' • with a municipal agency. Additional professional accounting experience may be substituted for the college education on the basis of two years of such experience for one year of the required education, to a maximum of two years. Knowledge and Abilities Thorough knowledge of the principles and practices of accounting and auditing. Knowledge of: governmental financial record -keeping and cost accounting proce- dures; the principles of budge ifl,: , administration, and municipal organization; posting, ledger work, reconciliations, double -entry bookkeeping, arithmetic, data processing utilizations, and financial records. Prirlciples of administration, supervision and training. Ability to: complete and analyze financial_ reports; devise efficient and economical accounting procedures; plan, coordinate, and oversee the work of accounting and account clerk personnel and supervise their training; establish and maintain effective working relationships with department heads and subordinates.
