RESOLUTION NO. 5319
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, COMMENDING LEONARD ELIOT FOR HIS SERVICES TO THE
CITY AS ACTING CITY MANAGER FEBRUARY 2, 1976 - AUGUST 1, 1976.
WHEREAS, LEONARD ELIOT has been employed by the City of West Covina for
a period of eleven years as Controller, of which during a portion
of this time he also was Assistant to the City Manager and Assistant
Executive Director of the Redevelopment Agency; and
WHEREAS, on February 2nd of this year, City Manager George Aiassa retired
leaving an immediate leadership void until such time as a new
City Manager could be chosen; and
WHEREAS, LEONARD ELIOT wag appointed Acting City Manager on January 26, 1976
to fill this vacancy and subsequently trusted with administering
all of the City's policies, which he did with the utmost integrity,
forethought and wisdom; and
WHEREAS, LEONARD ELIOT achieved several notable tasks such as negotiations
guaranteeing additional funds for City Park Capital Improvements
and,the completion of the Freeway Landscaping Agreement between
the City and the State of California; and
WHEREAS, Mr. Eliot made himself readily available to the Council, Staff and
citizenry, creating a bond of confidence leading to clear communi-
cations between all concerned; and
WHEREAS, LEONARD ELIOT continues to be respected throughout City Hall as he
now resumes his work as Assistant to the City Manager and Assistant
Executive Director of the Redevelopment Agency.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of West Covina
commends LEONARD ELIOT for a job well done as Acting City Manager and
extends a heartfelt thanks for his concerned efforts on the city's
behalf.
BE IT FURTHER RESOLVED that the 'City Clerk shall certify to the adoption of
this Resolution and shall transmit a certified copy thereof to
LEONARD ELIOT.
