RESOLUTION NO. 5308
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, APPROVING PRECISE PLAN NO. 677,
FOR A PROPOSED DEVELOPMENT BETWEEN SUNSET AVENUE
AND TROJAN WAY, SOUTH OF MERCED AVENUE.
THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA,
DOES RESOLVE AS FOLLOWS:
WHEREAS, there was filed with the Planning Commission a
verified application on the forms prescribed in Section 9218 of the
West Covina Municipal Code, for the physical development of that.
certain property generally described as follows:
an eight (8) acre portion of Lots 127 and 128
of E. J. Baldwin's 4th Subdivision, Book 8,
Page 186 of maps, and
WHEREAS, the Planning Commission,.upon giving the re-
quired notice, did on the 7th day of July, 1976, conduct a duly
advertised public hearing as prescribed by law to consider said
application; and
WHEREAS,- the Planning Commission denied approval of
Precise Plan No. 677; and
WHEREAS, the applicant -appealed said decision to the Citj
Council; and
WHEREAS, the City Council held a duly. advertised public
hearing on said appeal on August 9, 1976; and
WHEREAS, the City Council, at that hearing, determined
that Precise Plan No. 677 would be compatible with other develop-
ments in the surrounding area.
NOW, THEREFORE, BE IT RESOLVED, that subject Precise
Plan of Design be APPROVED subject to the provisions of the West
Covina.Municipal Code, provided that the physical development of
the herein described property shall conform to said Plan and the
following conditions which, except as otherwise expressly indicate ,
shall be fully performed and completed or shall be secured by bank
or cash deposit satisfactory to the Planning Director before the
use or occupancy of the property is commenced and before a Certifi-
cate of Occupancy is issued, and the violation of any of which
shall be grounds for revocation of said Precise Plan by the Plan-
ning Commission or City Council. The Precise Plan shall not be
effective for any purpose until the owner of the property involved
(or his duly.authorized representative) has filed at the office of
the Planning Department his affidavit stating that.he is aware of,
and accepts, all the conditions of this.Precise Plan as stated
below.
1.- Conform to Study Plan "A" as modified August 9, 1976.
a. Applicant shall construct a six (6') foot decorative
wall along the entire boundary of Trojan Way as part
of Phase I.
b. A chain link or wooden fence shall be placed along
the northern side of the project as part of Phase I
from Trojan Way to Sunset Avenue.
c. One of the driveways shall coincide with the exis
median opening on Sunset Avenue.

d. Southerly portion of Phase I shall be modified so
as to provide continuous carports on the southerly
boundary.
2. Conform to elevations submitted to the Planning Commis-
sion. Southerly most units will not have openings
facing the single family development to the south.
3. Conform to all provisions of the MF-20 Zone.
4.. Applicant shall submit a landscaping plan for each phase
prior to the issuance of a building permit for that
phase, to include size, type and number of plant materi-
als and a comprehensive, fully -automatic watering system
for review and approval by the Planning Director.
5. Applicant shall pay to the City,of West Covina the
amount of $17,800 for the purpose of providing park and
recreational facilities, pursuant to Section 9218.10 of
the Municipal Code. Such fee shall be paid in lieu of
land dedication and shall be based upon the number of
bedrooms per unit as follows:
a. $95 for each one -bedroom unit.
b. $120 for each two -bedroom unit.
Said fee may be paidin increments of $10,480 for
Phase I and $7,320 for Phase II, prior to the issuance
of respective Occupancy Permits.
6. If Phase II is to be constructed under separate owner-
ship, appropriate joint access agreements must'be re-
corded prior to the issuance of building permits for
that phase.
7. Twenty-eight (28) parkway trees shall be installed in
tree wells with bubblers, at approximately 40 foot in
vals on center, on Sunset Avenue and Trojan Way.
8. Trash enclosures shall be installed pursuant to Section
9206.5(m) of the Municipal'Code and shall be readily
accessible at all times.
9. ' Erigi'n'eering Deep'artmerit Requirements:
a. Applicant to comply with all conditions contained in
Planning Commission Resolution No. 567.
b. Sanitary sewers shall be provided.
C. The required street improvements shall include those
driveway approaches contiguous to subject property.
d. Nine (9!) foot wide sidewalks shall be constructed
along Trojan Way and Sunset Avenue adjacent to curb
with trees in tree wells.
e. A final grading and drainage plan showing existing
and proposed elevations and dralinage structures shal
be submitted for the approval of the Building and
Engineering Departments prior to issuance of a
building permit.

f. Adequate provision shall be made for'acceptance and
disposal of surface drainage entering the property
from adjacent areas.'
g. Parking lot and driveway improvements on private
property shall comply with Planning Commission
Resolution No. 2513 and be constructed to the City
of West Covina Standards.
h. Applicant shall install street lights with under-
ground wiring and provide the necessary trenching
and backfill.
10. Fire Department Requirements:
a. All driveways to have 25-foot clear access.
b. Nine (9) steamer hydrants to be installed as shown
on Study.Plan "A" or as otherwise approved by Fire
Department.
C. Hydrants to be James Jones or equal.
d. Center 4-inch,by 2�2-inch outlet openings to be 30 to
36 inches above finished grade
e. Protection posts to be installed if hydrants in
driveway areas,as per Fire Department specifications.
f. On -site water hydrants to be -provided by developer
before framing.
g. Minimum 8-inch mains, with total looped system.
h. Hydrant outlet openings to face on angle with traffic
lane.
11. Building Department Requirements:
a. Comply with Fire Zone III regulations.
b. Comply with all applicable building and safety code
requirements.
12. Police'Department Requirements
No requirements.
