A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA GRANTING A VARIANCE (Variance
Application No. 721 - Tenants of Alpha Beta
Shopping Center).
• The City Council of the City of West Covina does resolve
as follows:
SECTION 1. It is hereby found and determined.that the
application of the Tenants of the Alpha Beta Shopping Center for a
variance to permit an additional 82 square feet of identification
signage on an existing 144 square feet center identification sign
on that certain property generally described as the Alpha Beta
Village Center was duly made, that a hearing thereon was duly held
by the Planning Commission after legal notice thereof, that the
Planning Commission granted said variance by its Resolution No.
2364, that said action was called up by the City Council and the
City Council held a hearing thereon after legal notice thereof.
SECTION 2. It is hereby found by the City Council that:
(a) There are exceptional circumstances applicable to the
property which distinguish it from other properties in the same
area in that the identification signs of individual businesses in
the Alpha Beta Village Center are not clearly visible from the main
thoroughfares (Amar Road and Azusa Avenue).
(b) Due to the requirements of restricted height of
identification signs and the distance of the individual businesses
from the main thoroughfares, the individual businesses in the Center
. are difficult to locate.
(c) The granting of the variance will not be materially
detrimental to the public welfare inasmuch as it will permit the
upgrading of the identification sign on the property and eliminate
traffic hazards.
(d) The granting of the variance will not adversely
affect the General Plan.
SECTION 3. A variance is hereby granted as applied for in
Variance Application No. 721. It is granted upon the following
conditions, the violation of any one of which shall be grounds for
the revocation of this variance by the Planning Commission or the
City Council and this variance shall not be effective for any purpose
until the owner of the property or his duly authorized representative
has filed at the office of the Planning Department his affidavit
stating that he is aware of and accepts all of the following con-
ditions of this variance:
1. The sign shall conform to Study Plan "A" dated January
7, 1976, for design.
2. Colors shall be submitted to the Planning Director
for his approval.
3. A maximum of 82 square feet addition shall be permitted
to equal the maximum permitted for a center of 100,000 square feet
to 250,000 square feet.
4. Those units of the sign not presently used shall have
a plain white plastic insert.

5. The owner shall maintain AASHTO Case III sight
distances.
SECTION 4. The City Council hereby finds that the additional
signage for -which this variance is granted will not adversely affect
the environment of the area and that the negative declaration of
environmental impact prepared by the Planning Department and approved
by the Planning Commission has been prepared in accordance with the
California Environmental Quality Act of 1970 and the State Guidelines
and it is hereby approved.
SECTION 5. The City Clerk shall certify to the .adoption
of this resolution.
