RESOLUTION NO. 5184
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA APPROVING THE CLASS SPECIFICATIONS
FOR THE CLASS OF SUPERINTENDENT OF BUILDING
REGULATIONS AND ESTABLISHING THE SALARY RANGE
THEREFOR.
The City Council of the City of West Covina does resolve
as follows:
SECTION 1. Pursuant to the recommendation of the
Personnel Board:
(a) The class specifications for the class of Superintendent
of Building Regulations, as attached hereto marked Exhibit A and,
by this reference, incorporated herein, are hereby adopted.
(b) The class of Superintendent of Building Regulations
is hereby declared to be an exempt class and the salary range
applicable to the class shall be Department Head Range D (DHR-D).
(c) Notwithstanding the provisions of Section VII of
Resolution No. 1277, the following changes in the list of authorized
positions for the Building and Safety Department.are hereby modified
by:
1. Elimination of one Building and Safety Director
position.
2. Addition of one.Superintendent of Building Regulations.
SECTION 2. The City Clerk shall certify to the adoption
of this resolution.

SUPERINTENDENT OF BUILDING REGULATIONS
JOB SUMMARY
Under direction - serves as administrative assistant to the Building and Safety Director
as well as directing the activities of the Building Department in the absence of the
Building Director. In addition, duties include leadership, supervision and training
(formal and informal) of building inspectors; inspection of buildings and structures in
all stages of construction; checks on all types of building plans and specifications for
compliance with code requirements; and performs related work as required.
Representative Duties
Technical: Receives and reviews residential, apartment,. commercial, and industrial
building plans; completes plan check applications, determines necessary changes and
corrections under Code requirements, and fills out correction sheets; coordinates Pre-
cise Plan, Zone Variance, and Building Permit procedure through Planning, Engineering,
Fire Prevention, and other City offices, for clearance as necessary; acquaints applicants
with all legal building requirements and assists applicants in determining ways of bringing
their plans into conformance; refers more complex structural plans to department head for
further review and approval; checks building plans for conformance to code requirements;
checks structural calculations on residential, apartment, and single story commercial
buildings for errors in computation of compressive earth values, footings, and structural
values of walls and beams; makes field inspections of structural conformance to approved
plans, specifications, and codes in the same detail as the office plan checking; confers
with architects, designers, contractors, and the general public regarding City code re-
quirements; issues building permits.
Administrative: Provides supervision, work assignments, information, interpretation
Wind analysis to Building Inspectors; provides information regarding code interpretations
and special inspection problems; develops departmental administrative systems and
procedures; assists in preparation of departmental budget; performs classroom and in-
formal training functions for inspectors; has charge of weekly staff meetings; performs
administrative and supervisorial tasks as directed and acts for the Building Director in
his absence.
QUALIFICATIONS GUIDE
Training anti Experience
Education: High school graduation or equivalent and two years of college training in
pre -engineering, architecture or related fields. Further undergraduate or post graduate
training in related fields is desirable.
1;xxrirnce: Minimum of two years in journeyman -level building construction or inspec-
tion expe.rlencu including experience involving the regular analysis and checking of
varie(I bi-.''ding plans and specifications. At least one year in a supervisory position
is con, wiered highly desirable. '

It is acceptable to substitute experience for education not to exceed two years exper-
ience for one year of post high school training.
Knowledges and Abilities
Thorough knowledge: of structural code requirements; of architectural and engineering
plans and specifications; good knowledge of building, plumbing, and electrical codes,
ordinances, and laws; knowledge: of principles and practices of building inspection;
of building materials, accepted safety standards, and modern methods of building con-
struction; of the principles of administration, supervision, and training., ,.
Ability: to analyze, interpret, and accurately check building plans and specifications;
to prepare clear and detailed written reports; to establish and maintain effective public
relations; to coordinate, train, and supervise office and field operations.
