A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA APPROVING PRECISE PLAN NO. 661,
REVISION 1 (Delbert B. Hensley).
The City Council of the City of West Covina does resolve
• as follows:
SECTION 1. The City Council does hereby find and
determine that there was filed with the Planning Commission the
application of Delbert B. Hensley requesting the approval of a
precise plan of design for a self service car wash in the Service
Commercial (S-C) Zone on property located at the southwest
corner of Glendora and Merced Avenues all as more particularly
described in Precise Plan of Design No. 661, Revision 1; that
hearings thereon were duly conducted by the Planning Commission
and the Planning Commission approved the application subject to
conditions; that the matter was called up by the City Council
and the City Council held a hearing thereon and proper and legal
notice of the hearing was duly given.
SECTION 2. Precise Plan of Design No. 661, Revision 1,
is hereby approved pursuant to the provisions of the West Covina
Municipal Code provided that the physical development of the
property included therein shall conform to said plan and each
and all of the conditions of precise plan approval contained in
Planning Commission Resolution No. 2625 which resolution is, by
this reference, incorporated herein, and shall conform to each and
all of the following additional conditions:
1. That a 6-foot high block wall be constructed along
the west property line.
• 2. That the block wall required by Planning Commission
Resolution No. 2625 along the south property line be constructed
on the developer's property and that the developer negotiate
with the owners of the contiguous property to the south for the
removal of the existing walls on the adjacent property prior to
construction.
3. That an attendant be on duty at all times that the
car wash is open for business.
4. That the end stall on the southermost portion of the
car wash be removed.
5. That the vacuum cleaners be enclosed with three
walls and a roof.
6. That a mission tile roof be constructed on the
buildings.
Except as otherwise expressly indicated in Planning
Commission Resolution No. 2625 and this resolution, each and every
one of the conditions contained in said resolution and in this
resolution shall be fully performed and completed or shall be
secured by bank or cash deposit satisfactory to the Planning
Director before the use or occupancy of the property is commenced
• and before a certificate of occupancy is issued. The violation of
any of said conditions shall be grounds for the revocation of
Precise Plan No. 661, Revision 1, by the Planning Commission or
City Council.
SECTION 3. The negative declaration of environmental
impact, as prepared by the Planning Department and approved by

the Planning Commission, is hereby adopted and is found to have
been prepared in accordance with the requirements of the Cali-
fornia Environmental Quality Act of 1970 and the State Guidelines
adopted pursuant thereto.
SECTION 4. The City Clerk shall certify to the adoption
of this resolution.
