Resolution - 5172RESOLUTION NO. 5172 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, CALLING AND GIVING NOTICE OF THE HOLDING OF A GENERAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON TUESDAY, THE 2nd DAY OF MARCH, 1976, FOR THE ELECTION OF CERTAIN OFFICERS • OF SAID CITY AS REQUIRED BY THE PROVISIONS. OF THE LAWS OF THE STATE OF CALIFORNIA RELATING TO GENERAL LAW CITIES AND FOR THE SUBMISSION TO THE QUALIFIED ELECTORS OF SAID CITY OF CERTAIN PROPOSITIONS.OR MEASURES RELATING TO ADDITIONAL RETIREMENT BENEFITS FOR CITY EMPLOYEES. WHEREAS, pursuant to the laws relating to general law cities in the State of California, a regular general municipal election shall be held on the 2nd day of March, 1976, for the election of 3 members of the City Council of said City for the full term of four years; a City Clerk of said City for the full term of four years; and a City Treasurer of said City for the full term of four years; and WHEREAS, the City Council of the City of West Covina also desires to submit to the qualified electors of said City at said election the propositions or measures relating to additional retire- ment benefits for City Employees hereinafter set forth; NOW, THEREFORE, the City Council of the City of West Covina does resolve, declare, determine and order as follows: SECTION 1. Pursuant.to the laws of the State of California relating to General Law Cities, there shall be, and there is hereby called and ordered held in the City of West Covina, County of Los Angeles, State of California, on Tuesday, the 2nd day of March, 1976, • a regular general municipal election of the qualified electors of said City for the purpose of electing 3 members of the City Council of said City for the full term of four years; a City Clerk of said City for the full term of four years; and a City Treasurer of said City for the full term of four years. SECTION 2. The City Council, pursuant to its right and authority so to do, does hereby determine that.there shall be and there is hereby ordered submitted to the qualified electors of said City at said regular general municipal election the following propo- sitions or measures, to wit: CITY OF WEST COVINA PROPOSITION NO. A A. SHALL THE ORDINANCE PROVIDING FOR ADDITIONAL RETIREMENT BENEFITS FOR THE UNIFORMED EMPLOYEES (LOCAL SAFETY MEMBERS ONLY) IN THE FIRE DEPARTMENT OF THE CITY OF WEST COVINA AND AUTHORIZING AN INCREASE IN THE MAXIMUM CITY PROPERTY TAX RATE TO PAY THE COST OF PRO- VIDING SUCH ADDITIONAL RETIREMENT BENEFITS WHICH INCREASE SHALL NOT EXCEED 12 CENTS PER $100 OF ASSESSED VALUE OF ALL TAXABLE PROPERTY IN THE CITY FOR THE FISCAL YEAR • 1976-77 AND WHICH SHALL BE IN AN AMOUNT SUFFICIENT TO PAY THE COST OF PROVIDING SUCH ADDITIONAL RETIREMENT BENEFITS FOR EACH FISCAL YEAR THEREAFTER; BE ADOPTED? / / YES / / NO CITY OF WEST COVINA PROPOSITION NO. B B. SHALL THE ORDINANCE PROVIDING FOR ADDITIONAL RETIREMENT BENEFITS FOR THE SWORN EMPLOYEES (LOCAL SAFETY MEMBERS ONLY) IN THE POLICE DEPARTMENT OF THE CITY OF WEST COVINA AND • AUTHORIZING.AN INCREASE IN THE MAXIMUM CITY PROPERTY TAX RATE TO PAY THE COST OF PRO- VIDING SUCH ADDITIONAL RETIREMENT BENEFITS WHICH INCREASE SHALL NOT EXCEED 15 CENTS PER $100 OF ASSESSED VALUE OF ALL TAXABLE PROPERTY IN THE CITY FOR THE FISCAL YEAR 1976-77 AND WHICH SHALL BE IN AN AMOUNT SUFFICIENT TO PAY THE COST OF PROVIDING SUCH ADDITIONAL RETIREMENT BENEFITS FOR EACH_ _ FISCAL YEAR THEREAFTER, BE ADOPTED? / / YES / / NO CITY OF WEST COVINA PROPOSITION NO.. C C. SHALL THE ORDINANCE PROVIDING FOR ADDITIONAL RETIREMENT BENEFITS FOR THE EMPLOYEES, OTHER THAN UNIFORMED EMPLOYEES IN THE FIRE DEPARTMENT AND SWORN EMPLOYEES IN THE POLICE DEPARTMENT (MISCELLANEOUS MEMBERS ONLY) OF THE CITY OF WEST COVINA AND AUTHORIZING AN INCREASE IN THE MAXIMUM CITY PROPERTY TAX RATE TO PAY THE COST OF PROVIDING SUCH ADDITIONAL RETIREMENT BENEFITS WHICH INCREASE SHALL NOT EXCEED 9 CENTS PER $100 OF ASSESSED VALUE OF ALL TAXABLE PROPERTY IN THE CITY FOR THE FISCAL YEAR 1976-77 AND WHICH SHALL BE IN AN AMOUNT SUFFICIENT TO PAY THE COST OF PROVIDING SUCH ADDITIONAL RETIREMENT • BENEFITS FOR EACH FISCAL YEAR THEREAFTER,_ _ BE ADOPTED? I / / YES / / NO A cross (+) placed in the voting square after the word "YES" in the manner hereinbefore provided shall be counted in favor of the adoption of the proposition or measure. A cross (+) placed in the voting square after the word "NO" in the manner hereinbefore provided shall be counted against the adoption of.the proposition or measure. SECTION 3. The ballots to be used at said election shall be, both as to form and matter contained therein, such as may be required by law to be used thereat. SECTION.4.- The City Clerk of said City is hereby authorized, instructed and directed to procure and furnish any and all official ballots, notices, printed matter and all supplies, equipment and paraphernalia that may be necessary in order to properly and lawfully. conduct said election. SECTION 5. The City Clerk is hereby directed and authorized to recommend to the City Council the consolidation of precincts for the purpose of establishing the necessary voting precincts for said election, to arrange for necessary polling places, and for officers of election. • SECTION 6. The compensation of the persons who serve as election officers is hereby fixed at the sum of 20 Dollars for each Inspector and 15 Dollars for each Judge and Clerk, for said election. The rental for each of such polling places where a charge is made shall be the sum of 15 Dollars for said election. When required, - 2 - the compensation of the Custodian of a building shall be 15 Dollars for said election. SECTION 7. The polls for said election shall be open at seven o'clock A.M. of the day of said election and shall remain open continuously from said time until seven o'clock P.M. of the same day, when said polls shall'be closed, except as provided in Section . 14436 of the Elections Code of,the State of California. SECTION 8. That in all particulars not recited in this resolution, said election shall be held and conducted as provided by law for holding municipal elections in said City. • SECTION 9. That notice of the time and place of holding said election is hereby given and the City Clerk is hereby authorized, instructed and directed to give such further or additional notice of said election in time, form and manner as required by law.
