Resolution - 5134RESOLUTION NO. 5134 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA AMENDING RESOLUTION NO. 1277, RELATING TO THE CLASSIFICATION, COMPENSATION AND BENEFITS FOR EMPLOYEES WITHIN THE WEST COVINA CITY SERVICE. 1 •�; The City Council of the City of West Covina does resolve as follows: SECTION 1. Section VI of Resolution No. 1277 relating to the salary schedules applicable to miscellaneous, police, fire and other employees is amended to read as set forth in Exhibit A attached hereto and by this reference incorporated herein. SECTION 2. Section VII of Resolution No. 1277 relating to the list of authorized positions and salary ranges is amended to read as set forth in Exhibit B attached hereto and by this reference incorporated herein. SECTION 3. Section VII.2 is hereby added to Resolution No. 1277 to read: "SECTION VII.2 Additional Compensation for Certain Employees Compensated on Department Head Salary Range. (a) Effective August 1, 1974, the City will pay to the Public Employees' Retirement System (PERS) the amount defined by PERS as deferred compensation equivalent to 7% of the salaries for the department head range miscellaneous employees on behalf of the employee's share of the retirement contri- bution, including survivor's benefit. • (b) Effective August 1, 1974, the City will pay to the Public Employees' Retirement.System (PERS) the amount defined by PERS as deferred compensation equivalent to 6% of the salaries, for the department head range public safety employees on behalf of the employee's share of the retirement contri- bution, including survivor's benefit. (c) Department head range employees with less than five years City service may receive payment in lieu of up to five days of accumulated vacation time in any calendar year upon filing a written request with the Payroll Department five days prior to requested date of issuance of the check. (d) Department head range employees with five or more years of City service may receive payment in lieu of up to ten days accumulated vacation time in any calendar year upon filing a written request with the Payroll Department five days prior to issuance of check." repealed. SECTION 4. Section X.1 of Resolution No. 1277 is hereby SECTION 5. Except as expressly changed herein, the salary schedules, classification plan and other benefits provided for herein are the same as, and a continuation of, the salary schedules, classi- fication plan and benefits established in prior resolutions adopted by the City Council. Footnotes to List of Authorized Positions and Salary Ranges 1. A 21Z/o differential is granted for night shift assignment. 2. Exempt Classes (see Personnel Rules and Regulations - Municipal Code, Section No. 2410). 3. When not a requirement in job specification, a half-step pay bonus will be paid for Engineer -in -Training Certificate, and a one and one -half-step pay bonus for a California Registered Engineer License. 4. "Apprentice Mechanic" shall advance to the classification of "Mechanic" after five years' satisfactory service and completion of the qualifying examination. 5. "Maintenance Man I"shall advance to the classification of "Maintenance Man II" after one year of satisfactory service. "Maintenance Man III" level is.awarded upon special assignment and when based upon merit or responsibilities, provided that the appointee has completed at least one year at the !"Mainten- ance Man II" level. 6: While taking courses leading toward a certificate as Structural Plan Reviewer, a 21-2% differential is awarded. To be compensated at the rate of one and one-half times the hourly rate when assigned work requires the use of climbing spikes. 9. A 212/o differential is awarded when assigned "Senior Communica- tions Operator" responsibilities in the absence of an available Communications Supervisor. The percentage is computed at "E" step regardless of the employee's actual step. 10. Clerk -Typists assigned to the Police Department who perform shift work on a rotation basis, and who also perform matron duties, receive a 7z% differential. 11. The Battalion Chief assigned to Deputy Fire Chief activities to assist the Fire Chief and act in the Chief's capacity during his absence receives additional compensation not to exceed $250 per month for the added responsibilities and time involvement. 12. Firemen also serving as Paramedics receive a 5% differential. 13. The incumbent Lieutenant in charge of the Detective Bureau 0 receives a 2120% differential while working in that capacity. Police cadets receive $110.00 per year in uniform allowance and $75.00 per year in cleaning allowance. 5. Crossing guards receive $45.00 per year in uniform allowance. 6. Communications supervisors and operators receive $100.00 per year in uniform allowance. 7. Building inspectors receive $50.00 per year in uniform allowance. 8. Building, Parks, Central Services, and Street employees requiring outside work.and/or work causing clothing to be soiled wear uni- forms provided and maintained at City expense. 9. All items for the purchase of which reimbursement is.made pursuant to this section shall become the property of the purchaser after one year, except that hand guns shall become the property of the purchaser after two years from the date of purchase.
