A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA APPROVING THE CLASS SPECIFICATIONS
FOR THE CLASS OF MANPOWER CONSORTIUM DIRECTOR
AND ESTABLISHING THE SALARY RANGE THEREFOR.
The City Council of the City of West Covina does resolve
as follows:
SECTION 1. The class specifications for the class of
Manpower Consortium Director, as attached hereto marked Exhibit
A and by this reference incorporated herein, are hereby adopted.
SECTION 2. The salary range applicable to the class of
Manpower Consortium Director shall be salary range DHR-D.
SECTION 3. The class of Manpower Consortium Director
is hereby placed in the exempt service.
SECTION 4. The City Clerk shall certify to the adoption
of this resolution.

JOB SUMMARY
Under direction of a Project Board comprised of City Councilmen and private citizens,
will be responsible for. organization, supervision, and implementation of policies as
set by the Project and Advisory Boards; serve as staff to these boards, coordinates
and develops plans for specific solutions to problems related to manpower placement
for unemployed and underemployed citizens of the four -city region of West Covina,
Covina, Azusa, and Glendora; analyzes, evaluates, and coordinates program proposals
from other agencies to provide services to citizens and makes recommendations to the
Project Board on such; develops and interprets statistics and criteria for projects de-
signed to serve the project area; assumes related responsibilities as required. May
supervise other office personnel.
Representative Duties
Plans, organizes, and administers the Manpower Consortium Project of the East San
Gabriel Valley Consortium; supervises and coordinates all phases of a request for
proposal process and evaluation of received proposals under defined guidelines;
coordinates other professional and social services as needed; coordinates communi-
cations from the four City Councils and staffs,and maintains coordinative relations
with community agencies as required; attends Project and Advisory Board meetings.

study and analyses of manpower and related social problems from the Advisory Board
and other community officials; supervises and conducts research from original and
secondary sources, analyzes data and information, introduces innovative ideas,
and presents written and oral recommendations.
QUALIFICATIONS GUIDE
Training and Experience
A Bachelor's degree in Government, Public Administration, Business Administration,
Sociology, or related fields, supplemented by some graduate courses in these fields;
and
Three years of professional experience in administrative analysis, administrative
research, personnel administration, or as an assistant to a top administrator having
personnel, placement, or program responsibilities Experience involving manpower
(training) programs dealing with a variety of community agencies and strong back-
ground in coordinating diverse community agencies' programs and in public speaking
and relations is desired. A Master's degree in Government, Public Administration,
Business Pdministration, Sociology, or related fields may substitute for one year
of experience.

Knowledge and Abilities
Thorough knowledge of: modern principles, methods, and problems in public admin-
istration and employment placement, including organization and staffing, community
relations, systems and procedures.
• General knowledge of: methods of administrative coordination, program analysis
research and report preparation; of inter -governmental relationships; of the objectives
of the consortium approach to regional manpower problems, and familiarity with the
various titles of the Comprehensive Employment and Training rct of 1973.

Ability to: attain the respect and cooperation of city officials 'and representatives
of other governmental organizations; to prepare and present effective and comprehen-
sive written and oral reports; to analyze major and minor administrative problems,
to consider alternate actions, and to recommend effective procedures for implemen-
tation of the desired program; to function effectively in a staff capacity; and to
effectively supervise office staff.
Personal Qualities
High degree of general intelligence, objectivity, self -motivation, and analytical
ability; interest in, and willingness to, keeping abreast of current developments
in socio-economic problems, employment and placement procedures, regional
problem -solving approaches, and public relations and communications.
