A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA AUTHORIZING THE HOUSING AUTHORITY OF THE COUNTY
OF LOS ANGELES TO OPERATE ITS HOUSING ASSISTANCE PAYMENT
• PROGRAM IN THE CITY OF WEST COVINA AND APPROVING APPLICA-
TION OF THE PROVISIONS OF SECTION 8 OF TITLE 11, HOUSING
AND COMMUNITY DEVELOPMENT ACT OF 1974, AS AMENDED, TO THE
CITY OF WEST COVINA
WHEREAS, Under the provisions of Section 8 of Title II of the
Housing and Community Development Act of 1974, as amended, the United
States of America, acting through the Secretary of the Department of
Housing and Urban Development,.is authorized to provide financial
assistance to Local Public Housing Agencies in providing low -rent
housing through Housing Assistance Payment Contracts in privately -
owned structures; and .
WHEREAS, Said Section 8 provides that the provisions thereof
shall not apply to any locality unless the governing body of the locality
has by resolution approved the application of such provisions to such
locality; and
WHEREAS, The City of West Covina has received requests from the
community relative to authorization for the Housing Authority of the County
of Los Angeles to operate its Housing Assistance Payment Program within
that City; and
WHEREAS, The Housing Authority of the County of Los Angeles has
been duly authorized to exercise its powers under the Housing Authorities
• Law of the State of California and desires to operate within the City of
West Covina; and
WHEREAS, A Public Housing Agency has not been authorized to
transact business in the City of West Covina;' and
WHEREAS, The Housing Authorities Law of the State of California,
particularly Section 34209 of the California Health and Safety Code, prohibits
the Housing Authority of the County of Los Angeles from operating within
any city located in the County of Los Angeles for which a local Authority
has not been authorized to transact business, unless the consent of the
governing body of such City shall have been obtained:
NOW, THEREFORE, The City Council of the City of West Covina does
hereby resolve, determine, and adjudge, as follows:
SECTION 1. That, pursuant to the provisions of the Housing
Authorities Law of the State of California, specifically Section 34209 of
the California Health and Safety Code, consent is hereby given to the Housing
Authority of the County of Los Angeles to operate within the City of West
Covina; and
SECTION 2. The Housing Authority of the County of Los Angeles is
hereby authorized to exercise its powers under the Housing Authorities Law
of the State of California and apply the provisions of Section 8 of Title II
• of the Housing and Community Development Act of 1974, as amended, and operate
within the City of West Covina; and

SECTION 3. The application of the provisions of Section 8 of
Title II of the Housing and Community Development Act of 1974, as amended,
to the City of West Covina is hereby approved; and
SECTION 4. This Resolution shall take effect immediately.
• SECTION 5. The City Clerk is hereby authorized to furnish the
Housing Authority of the County of Los Angeles and appropriate officers
and agencies of the United States Government with such certified copies of
this Resolution as may be necessary or required for their purposes.
